Minutes - Regular Meeting Athens-Clarke County Board of Elections & Voter Registration September 13, 2022, 4:30pm 120 W. Dougherty Street, Athens, GA 30601 Bylaws of the Athens-Clarke County Board of Elections and Voter Registration (bit.ly/accboebylaws) Chair Raffle called the meeting to order at 4:37pm. In attendance were Rocky Raffle, Chair; Ann Till, Vice Chair; Adam Shirley, Secretary; and Willa Fambrough, Member. Others in attendance were Charlotte Sosebee, Elections Supervisor; Lisa McGlaun, Elections Assistant; Audra Taylor, Elections Assistant; Pamela Long, Elections Assistant; Aletha Perkins, Administrative Assistant; Niki Jones, Assistant County Manager; Judd Drake, County Attorney; Sherrie Hines, Assistant County Attorney; and Lisa Pappas, Assistant County Attorney. There were eighteen members of the public also in attendance. A. MOTION by Ms. Fambrough to adopt the agenda. Seconded by Ms. Till. Approved unanimously. B. Approval of minutes 1. MOTION by Ms. Fambrough to adopt the minutes from the August 9, 2022, regular meeting. Seconded by Ms. Till. Approved unanimously. 2. MOTION by Ms. Fambrough to adopt the minutes from the August 30, 2022, voter challenge hearing. Seconded by Ms. Till. Approved unanimously. 3. MOTION by Ms. Till to adopt the minutes from the August 30, 2022, special called meeting. Seconded by Mr. Shirley. Approved unanimously. C. Director’s Report D. Old Business 1. Update on voter challenge policy (Attorney’s Office) 2. Providing lunch for poll workers (Qadir) MOTION by Ms. Till to table Old Business item 2 for the October meeting. Seconded by Mr. Shirley. Approved unanimously. F. Executive Session At 5:24, MOTION by Mr. Shirley to enter executive session for an attorney/client conference to discuss a document that is not releasable under the Georgia Open Records Act as authorized by O.C.G.A. §50-14-3(b)(4). Seconded by Ms. Fambrough. Approved unanimously. At 6:08, MOTION by Ms. Fambrough to return to regular session. Seconded by Ms. Till. Approved unanimously. Chair Raffle called the meeting back to order at 6:10pm. MOTION by Mr. Shirley to recess for five minutes. Seconded by Ms. Till. Approved unanimously. Chair Raffle called the meeting back to order at 6:17pm. Chair Raffle read and swore an affidavit regarding the executive session of the Athens-Clarke County Board of Elections held on September 13, 2022. MOTION by to amend the agenda adding Item 3 to New Business for the purpose of discussing solely administrative concerns regarding the county commission district 2 vacancy. Seconded by Ms. Till. Approved unanimously. G. New Business 1. Vote Review Panel for November election (Staff) - 10 min 2. Coffee County, Ga. Concerns/Conversation (Raffle) 15 min 3. Administrative matters related to the Athens-Clarke County Commission District 2 vacancy H. Announcements 1. October Regular Meeting Tuesday, October 11, at 4:30pm 2. Upcoming deadlines for 2022 elections a. September 20: earliest day to mail our UOCAVA ballots b. October 11 ● earliest day we can mail regular absentee ballots (October 10 is holiday) ● last day to register to vote in time to vote in the November general election c. October 17: advance voting begins for November general election d. October 28: last day to submit absentee ballot application for November election e. November 8: Election Day: last day to vote in person in the November general election I. MOTION by Ms. Till to adjourn. Seconded by Ms. Fambrough. Approved unanimously. Adjourned at 7:00pm.
