Minutes - Regular Meeting Athens-Clarke County Board of Elections & Voter Registration October 11, 2022, 4:30pm 120 W. Dougherty Street, Athens, GA 30601 Bylaws of the Athens-Clarke County Board of Elections and Voter Registration (bit.ly/accboebylaws) Chair Raffle called the meeting to order at 4:30pm. In attendance were Rocky Raffle, Chair; Ann Till, Vice Chair; Adam Shirley, Secretary; Willa Fambrough, Member; and Hank Qadir, Member. Others in attendance were Charlotte Sosebee, Elections Supervisor; Lisa McGlaun, Elections Assistant; Pamela Long, Elections Assistant; Audra Taylor, Elections Assistant; Aletha Perkins, Administrative Assistant; Lisa Pappas, Assistant County Attorney; and ten members of the public. A. MOTION by Mr. Qadir to adopt the agenda. Seconded by Mr. Shirley. Approved unanimously. B. Approval of minutes MOTION by Mr. Shirley to table approval of the minutes until the November regular meeting. Seconded by Mr. Qadir. Approved unanimously. C. There was no public comment. D. Director’s Report MOTION by Ms. Fambrough to amend agenda by adding New Business Item 3, Board member pay. Seconded by Ms. Till. Approved unanimously. E. Old Business Providing lunch for poll workers (Qadir, tabled from September) - 5 min MOTION by Ms. Till to approve staff recommendation to provide $15 per diem for poll workers to purchase their own lunch on Election Day. Seconded by Ms. Fambrough. Approved unanimously. F. New Business 1. Vote Review Panel for November election (Staff) - 10 min 2. Discussion regarding board bylaws and the position of chair being held by a member of a political party (Fambrough) - 10 min MOTION by Ms. Till to table this item until the November regular meeting. Seconded by Ms. Fambrough. Motion carries 4-1. In favor: Fambrough, Qadir, Shirley, Till. Opposed: Raffle. 3. Board member pay MOTION by Ms. Till to ask Director Sosebee to include for board members a per diem and additional pay for duties outside of meetings in the request to the Mayor and Commission. Seconded by Mr. Shirley. Approved unanimously. G. Announcements 1. November Election Day special meetings noon and 4:30pm November Regular Meeting Monday, November 14, at 4:30pm  2. November Regular Meeting at 4:30pm 11/14; Special Called Meeting for certification at 6:00pm at November 14 3. Upcoming deadlines for 2022 elections a. October 11 ● earliest day we can mail regular absentee ballots (October 10 is holiday) ● last day to register to vote in time to vote in the November general election ● last day to register to vote in time to vote in the December general election runoff for statewide offices b. October 17: advance voting begins for November general election c. October 28: last day to submit absentee ballot application for November election d. November 7: last day to register to vote in time to vote in the December general election runoff for federal contests e. November 8: Election Day: last day to vote in person in the November general election H. MOTION by Ms. Fambrough to adjourn. Seconded by Ms. Till. Approved unanimously. Adjourned at 5:38pm.
