Minutes - Special Called Meeting Athens-Clarke County Board of Elections & Voter Registration October 26, 2022, 4:30pm 2555 Lexington Road, Athens, GA 30601 Bylaws of the Athens-Clarke County Board of Elections and Voter Registration (bit.ly/accboebylaws) Chair Raffle called the meeting to order at 4:32pm. In attendance were Rocky Raffle, Chair; Ann Till, Vice Chair; Adam Shirley, Secretary; Willa Fambrough, Member; and Hank Qadir, Member. Others in attendance were Charlotte Sosebee, Elections Supervisor; Lisa McGlaun, Elections Assistant; Aletha Perkins; Blaine Williams, County Manager; and Lisa Pappas, Assistant County Attorney; and 24 members of the public. A. MOTION by Ms. Till to adopt the agenda. Seconded by Ms. Fambrough. B. Public Comment was heard from 1. Jim Taflinger 2. Linda Lloyd 3. David Howell 4. Greg Davis 5. Mark Lee 6. Daun Fest 7. JT Jones 18. Jacqueline Elsner 19. Joseph Fu Additional comments were read that had been shared via email. C. Discussion about expanding early voting hours MOTION by Mr. Shirley to suspend the rules. Seconded by Mr. Qadir. Approved unanimously. MOTION by Mr. Shirley to resume the rules. Seconded by Ms. Fambrough . Approved unanimously.  MOTION by Mr. Qadir to change advance voting hours for the 155 Washington Street voting location for October 31, November 1, November 2, and November 3, to be from 7:00am until 7:00pm. Seconded by Ms. Till. Approved unanimously. MOTION by Ms. Fambrough to change advance voting hours for the Miriam Moore Community Center, 410 McKinley Drive, voting location for October 31 and November 1 to be from 9:00am until 7:00pm. Seconded by Mr. Raffle. Motion carries 3-2. In favor: Fambrough, Raffle, Shirley. Opposed: Qadir, Till. MOTION by Mr. Shirley to change advance voting hours for the Lyndon House Arts Center, 211 Hoyt Street, voting location for October 31 and November 1 to be from 9:00am until 7:00pm. Seconded by Ms. Fambrough. Motion carries 3-2. In favor: Fambrough, Raffle, Shirley. Opposed: Qadir, Till. D. Announcements 1. Upcoming meetings a. November 14, 4:30pm: regular meeting at 2555 Lexington Road d. November 14, 6:00pm: special called certification meeting at 2555 Lexington Road 2. Upcoming deadlines for 2022 elections a. October 28: last day to submit absentee ballot application for November election b. November 7: last day to register to vote in time to vote in the December general election runoff for federal contests c. November 8: Election Day: last day to vote in person in the November general election 3. Parking spots are reserved downtown for voters voting at the Elections Office E.
