Minutes - Regular Meeting Athens-Clarke County Board of Elections & Voter Registration November 14, 2022, 4:30pm 2555 Lexington Road, Athens, GA 30605 Bylaws of the Athens-Clarke County Board of Elections and Voter Registration (bit.ly/accboebylaws) Chair Raffle called the meeting to order at 4:37pm. In attendance were Rocky Raffle, Chair; Ann Till, Vice Chair; Adam Shirley, Secretary; Willa Fambrough, Member; and Hank Qadir, Member. Others in attendance were Charlotte Sosebee, Elections Supervisor; Lisa McGlaun, Elections Assistant; Pamela Long, Elections Assistant; Audra Taylor, Elections Assistant; Aletha Perkins; Niki Jones, Assistant County Manager; Lisa Pappas, Assistant County Attorney; and 12 members of the public. A. MOTION by Mr. Shirley to adopt the agenda as amended to include Item 3, “GIO Update,” under New Business. Seconded by Ms. Fambrough. Approved unanimously. B. Approval of minutes MOTION by Ms. Fambrough to table approval of the September 20, 2022, minutes until the December 2022 regular meeting. Seconded by Ms. Till. Approved unanimously. MOTION by Mr. Shirley to approve the minutes from September 13, October 5, October 11, October 26, noon November 8, and 4:30pm November 8. Seconded by Ms. Till. Approved unanimously. C. Public Comment was heard from: 1. Mary Songster 2. Jesse Evans 3. Ross Watson 4. Monica Kapousouz 5. Tim Pennings 6. Chaplain Cole Knapper 7. Tammie Foote 8. Jacqueline Elsner D. Director Sosebee gave her report. E. New Business MOTION by Ms. Till to continue with the Vote Review Panelists and Ballot Duplication Panelists from the November 2022 general election for the December 2022 runoff election. Seconded by Ms. Fambrough. Approved unanimously. MOTION by Mr. Shirley to stand in recess until 7:15pm, November 14, 2022. Seconded by Ms. Till. Approved unanimously. Meeting recessed at 6:04pm. Chair Raffle called the meeting back to order at 8:43pm.  MOTION by Mr. Shirley to continue with the partisan Vote Review Panelists and partisan Ballot Duplication Panelists from the November 2022 general for the December 2022 runoff election. Seconded by Ms. Till. Approved unanimously. MOTION by Ms. Till to accept the Board of Elections Director’s Update advance voting proposal for December 6, 2022, election runoff, as-is except for all non-Elections Office locations changed to open at 9am. Seconded by Mr. Qadir. Motion withdrawn by Ms. Till. MOTION by Mr. Qadir to accept the Board of Elections Director’s Update advance voting proposal for December 6, 2022, election runoff, as-is except for all non-Elections Office locations changed to open at 9am and removing Winterville Train Depot as an advance voting location. Seconded by Ms. Till. Approved unanimously. MOTION by Mr. Qadir to table until the December regular meeting Item 3, “GIO Update.” Seconded by Ms. Till. Approved unanimously. F. Announcements 1.
