Minutes - Regular Meeting Athens-Clarke County Board of Elections & Voter Registration December 13, 2022, 4:30pm 120 W Dougherty Street, Athens, GA 30601 Bylaws of the Athens-Clarke County Board of Elections and Voter Registration (bit.ly/accboebylaws) Chair Raffle called the meeting to order at 4:40pm. In attendance were Rocky Raffle, Chair; Ann Till, Vice Chair; Adam Shirley, Secretary; Willa Fambrough, Member; and Hank Qadir, Member. Others in attendance were Charlotte Sosebee, Elections Supervisor; Lisa McGlaun, Elections Assistant; Pamela Long, Elections Assistant; Niki Jones, Assistant County Manager; and Sherrie Hines, County Attorney. A. MOTION by Ms. Fambrough to adopt the agenda. Seconded by Mr. Qadir. Approved unanimously. B. Approval of minutes MOTION by Mr. Shirley to adopt the minutes for the November 14 regular, November 14 special called, November 17 special called, November 21 emergency, December 6 noon special called, December 6 4:30 special called, and December 12 special called meetings. Seconded by Ms. Fambrough. Approved unanimously. MOTION by to table the approval of the September 20, 2022, meeting minutes until our January 10, 2023. Approved unanimously. C. There was no public comment. D. Director Sosebee gave the Director’s Report. E. Old Business F. New Business 1. Setting regular meeting time, dates, location for 2023 MOTION by Ms. Till to hold our regular meetings in 2023 on January 10, February 21, March 14, April 11, May 9, June 13, July 11, August 8, September 12, October 10, November 14, December 12. Seconded by Mr. Qadir. Approved unanimously. 2. Preliminary discussion about changes to voter precincts for the May 2024 election 3. Preliminary discussion about advance voting for the March 2023 special election MOTION by Mr. Shirley to extend discussion on this agenda item by 10 minutes. Seconded by Ms. Fambrough. Approved unanimously. 4. Preliminary discussion on a resolution for an advance voting schedule template 5. Anticipating the needs associated with 2023 and 2024 elections 6. Next steps regarding improving communication between the Board of Elections and Clarke County School District G. Announcements 1. January Regular Meeting: January 10, 2023, 4:30pm, at 120 W. Dougherty Street 2. Upcoming deadlines for 2023 special election (County Commission District 2)  a. Candidate qualifying: December 19, 2022, 9:00am, until Wednesday, December 21, 12:00 noon b. February 27: earliest day we can mail regular absentee ballots for March 2023 special election January 3 first day to request c. March TBD: advance voting begins for March 2023 special election d. March 10: last day to submit absentee ballot application for March 2023 special election e. March 23: Election Day: last day to vote in person in the March 2023 special election H.
