Chair Raffle called the meeting to order at 4:34pm.
In attendance were Rocky Raffle, Chair; Willa Fambrough, Vice Chair; Adam Shirley, Secretary; and Ann
Till, Member.
Others in attendance were Charlotte Sosebee, Elections Director; Aletha Perkins, Administrative
Assistant; Audra Taylor, Elections Assistant; Andrew Saunders, Assistant County Manager; Sherrie
Hines, Assistant County Attorney; and Courtney Davis, Assistant County Attorney.
Also present were twelve members of the public.
A. MOTION by Ms. Fambrough to adopt the agenda. Seconded by Ms. Till. Approved unanimously.
B. Public comment was heard from Greg Davis, Jacqueline Elsner, Joan Rhoden, Jake Hays,
Brennan Lewis, Dorothy Kirkly, and Ross Watson.
C. Discussion of Advance Voting Dates, Times, and Locations for November General Election
MOTION by Mr. Shirley to adopt Exhibit A for our advance in person voting locations,
dates, and times for the November 2024 general election. Seconded by Ms. Fambrough.
Approved unanimously.
MOTION by Ms. Till to move Athens-Clarke County’s one absentee ballot drop box to the
Lyndon House Arts Center, 211 Hoyt Street, by the beginning of advance in-person voting,
and only to accept ballots there during voting hours during advance in-person voting.
Seconded by Mr. Shirley. Approved unanimously.
D. Announcements
1. Tuesday, September 17
- 120 W. Dougherty Street, 4:30pm: September regular meeting
- Earliest date for UOCAVA voters to receive their ballots
2. Monday, October 7
- Last day to register to vote or update registration in time to be able to vote in
November general election
- First day absentee ballots will be mailed out for the November general election
3. Tuesday, October 8, 120 W. Dougherty Street, 4:30pm: October regular meeting
E. MOTION by Ms. Fambrough to adjourn. Seconded by Mr. Shirley. Approved unanimously.
Adjourned at 6:35pm.

Pursuant to board bylaws (bit.ly/accboebylaws), a public comment list shall be provided prior to
this meeting. Those wishing to address the board will be asked to provide a first name, last name,
and an address. The Chairperson will call each person in the order shown on the list. Each
person wishing to provide public comment shall have three minutes to address the Board.
