1 Community Tree Council (CTC) Meeting Minutes Meeting Date: August 16th, 2021 Location: Landscape Management Division Warehouse Bay 2555 Lexington Rd. Athens, GA 30605 In Attendance - Members: Rodney Walters, Pam Knox, Edith Jackson, Phil Hale, Mary Songster, Patrick Perry, Joe Perloff, Victoria Goff, Shawn Doonan, Mary Attaway, Lea Clark (A Quorum Was Present) Staff, Guests, and Ex-Officio Members: Jeanne Connell Absent: Joseph Bates, Holly Campbell, Jessie McClellan, Ernie Cox, Call to Order, Introductions, and Welcome: Joe Perloff 4:00 - 4:05 ● Welcome everyone Housekeeping (Secretary) Rodney Walters 4:10 - 4:15 ● Roll Call Sign in (3 minutes): Attending members and guests were listed on the attendance list ● Action Item: Vote to approve June 2021 CTC meeting minutes and the June 2021 CTC Committee Meeting Minutes: o A motion was made and seconded and approved by unanimous vote to approve the June, 2021 CTC meeting minutes and Committees Meeting minutes as corrected. Treasurer’s Report (Information – 5 minutes) Pam Knox 4:10 – 4:15 ● The August 2021 treasurer’s report was submitted by Pam Knox and is attached at the end of this document. CTC Business (Executive and Steering Committees, Work Groups Joe Perloff 4:15 – 4:30 ● CTC Executive Committee {Joe (chair), Jessie McClellan (president elect), Pam, Rodney} o Due to the latest resurgence of the COVID19 Delta variant, the CTC Executive decided to postpone the August meeting by 1 week to plan for safety. Safety was achieved by meeting in the Landscape Management warehouse bay area underneath the big fans with the large overhead doors open. o This is our first in-person meeting since pre-pandemic. o Please socially distance and refrain from coming if you are experiencing COVID symptoms or have recently been exposed to someone who has tested positive for COVID-19 within the past week. o While this is semi-outdoors with large fans blowing, masks are still strongly encouraged until ACC has developed full Delta Variant guidelines for County meetings. o Per Jeff Montgomery, the CTC may meet in-person or set up a type of online hybrid meeting. We can develop these guidelines as the pandemic situation continues to evolve and change. - The question arose asking if Webex is available from the County o CTC committees will need to decide where and when to meet and ensure that proper record keeping protocols are met. 2 ● CTC Steering Committee (Executive Committee plus Committee Chairs): 4:35 – 4:40 {Joe (chair), Jessie McClellan (president elect), Pam, Rodney, Mary Attaway, Mary Songster, Edith Jackson}  Educational Short and/or Forester’s Corner: o Educational Short and/or Forester’s corner: - Lea Clark – Provided a presentation about trees and the law.  New Member Interview Work Group: 4:40 - 4:45 {Shawn (Leader), Pam, Edith, Rodney, Mary Attaway} o We will have two voting member positions open on the CTC as Lea Clark will be converting to ex-oficio. o Rodney has sent a document via email on July 20th outlining verbiage for the medial release for a CTC member application process. o Rodney has sent a request to the Public Information office to put this announcement in the bulletin service. o This document may also be shared via social media following review by the social media committee. o After a brief discussion, a motion was made and seconded and approved by unanimous vote to extend the online application deadline to September 10th.  CTC Trees for Tomorrow Work Group: 4:45 - 4:50 {Phil (Leader), Mary Attaway, Joe P., Rodney, Pam, Shawn} o No discussion  Grants Work Group and Fundraising: 4:50 - 5:00 {Mary Attaway, Stacee, and Edith} o Synovus application (see attachment) – Working off verbiage from previous grant o One Tree Planted opportunity – Reforest areas (taking on clients to plant trees by October, $6K) o Grants spreadsheet has been posted for CTC members to review and contribute to  Landmark and Champion Tree Work Group: 5:00 – 5:05 {Shawn (leader), Edith, Joe P., Lea, Phil, Jessie, Patrick, Mary Songster, Rodney} o No discussion  Larry Morris memorial Planting Work Group: 5:05 - 5:10 {Shawn (Leader), Jessie, Joe P, Lea, Phil, Patrick} o An adopt Athens application was submitted to Keep Athens Clarke County Beautiful so arrangements may be made for the CTC to care for this site for a minimum of two years after the trees have been planted. A site visit will be planned as part of the process o His celebration of life will be held on November 13th at Flinchum’s Phoenix ● CTC Committee Reports (Information and Discussion): Joe Perloff 5:05 - 5:25  Promotions Committee {Mary Attaway (Chair), Joe Perloff, Phil Hale, Jessie, Tori} o Report on the ordering of the nametags. o Discussion Item: Should we get name tags for liaisons and Ex-officio members? - Consensus is to get name tags for voting members only. o Should a potted tree that owns itself seedling be given as a gift for donations of $50? o Should tree that owns itself be given to Sustainability? - This topic was tabled after some discussion occurred  CTC Policy Committee: {Mary Songster (Chair), Lea Clark, Rodney Walters, Aaron Hall} o Community Tree council letter of advisement to the planning commission. - Advisement letter was reviewed and discussed - Asking CTC members for revisions from CTC members within the next two weeks  Education committee: { Edith Jackson (Chair), Stacee Farrell, Lea Clark, Shawn Doonan, Seth Hawkins} o Oct. 30th “Tree ID on Greenway” – Will happen rain or shine, will be ADA accessible - Can this be promoted on social media? - 10:00 – 12:30, CTC volunteers are needed.
