MEETING MINUTES
Thursday, August 12, 2021

Committee Chair Hamby called the meeting to order at 5:00 p.m.
A. Approval of Minutes:
Commissioner Denson made the motion to approve the Minutes of the April 22, 2021, and May
27, 2021 meetings. Commissioner Link seconded the motion and it passed by unanimous vote.
B. Commission Identified Items of Interest:
Review recommendations of Community Police Advisory Board Development Task Force
(Mayor Girtz assigned to GOC on January 6, 2021)
Commissioner Hamby told the Committee that the plan for this meeting is to give guidance to
Attorney Sherrie Hines so that she can draft an ordinance for their review and approval at the
next GOC meeting. The Government Operations Committee will meet at 5:00 p.m. on
Thursday, September 2.
A flow chart of Police Advisory Board Decision Points was provided by Josh Edwards and
Sherrie Hines for the Committee’s review.
The Committee discussed the “Format of Board.” Commissioner Link made the motion to
request staff to draft an ordinance for a board that would be a hybrid Auditor/Monitor Model and
Review-Focused Model, with 9 members serving 4-year staggered terms. Initially, half of the
members will serve 3-year terms and half will serve 4-year terms. Commissioner Davenport
seconded the motion and it passed by unanimous vote.
The Committee discussed “Staffing.” The Committee decided to wait until the next GOC
meeting to discuss staffing after they receive the draft ordinance for the creation of the board.
The Committee members felt that once they had a clear understanding of the board’s duties,
they could decide on staffing for the board.
Commissioner Hamby requested that Josh provide the Committee with a job description of the
Safety & Justice Committee’s staff member. Josh will create a draft job description that will
show what the two positions could do in tandem.
Commissioner Davenport requested that Chief Spruill send the Committee a breakdown of what
occurs when an investigation happens.
The meeting adjourned at 5:48 p.m.
