ATHENS-CLARKE COUNTY HISTORIC PRESERVATION COMMISSION MEETING MINUTES April 17, 2019 The Athens-Clarke County Historic Preservation Commission met and considered the following items at a public meeting on Wednesday, April 17, 2019, at 6:30 p.m. The meeting was held at 120 W. Dougherty Street, Athens, Georgia. MEMBERS PRESENT: Jeff Bishop, Heather Fletcher, Missy Brandt Wilson, Cameron Yearty MEMBERS ABSENT: Megan Morgan STAFF PRESENT: Sandy Beasley, Amber Eskew, Bruce Lonnee, Lauren Patterson, Michael Petty CALL TO ORDER: 1. Determination of Quorum: Quorum present for a portion of the meeting. 2. Introduction of staff reports and all other documents submitted to the Historic Preservation Commission at this meeting into the official record: Motion to receive documents into the official record approved. 3. Adoption of the minutes of the March 20, 2019 meeting: Motion to adopt approved. 4. Ex-Parte Communications: None CONSENT AGENDA: None OLD BUSINESS: none NEW BUSINESS: 1. 255 Milledge Heights COA-2019-03-997 Petitioner: L. Ben Dooley for John Barrow Request: Addition Information: 173C3 H001, Landmark, RS-15 Ms. Eskew presented the staff report with the recommendation to table the application. Agent / Owner: John Barrow In Favor: none In Opposition: None Motion: Mr. Yearty moved to table the application for up to ninety days. Ms. Wilson seconded and the motion passed 3 – 1 (Bishop.) Mr. Dooley and Mr. Bishop signed the tabling agreement. 1 2. 425 W. Agent / Owner: Tyler Davis In Favor: none In Opposition: none Motion: Ms. Wilson moved to approve the application as submitted. Mr. Yearty seconded and the motion passed unanimously. 3. 298 Seminole Avenue COA-2019-03-1008 Petitioner: Koons Environmental Design, Inc. for Charles & Kjirsten Ogburn Request: Hardscape Information: 163C1 J006A, Boulevard, E-1 Ms. Eskew presented the staff report with a recommendation to approve the application with conditions. Agent / Owner: Elizabeth Hargrove In Favor: none In Opposition: none Motion: Ms. Fletcher moved to approve the application with the conditions:  that edging be used to contain the gravel parking area with the materials specified to staff, and  that concrete be used as a base surface for the sports court Mr. Yearty seconded and the motion carried unanimously. 4. 1022 Prince Avenue COA-2019-03-1010 Petitioner: Joseph Smith / Arcollab for Burgess Family Enterprise, LLC Request: Rear Addition and Site Modifications Information: 114D3 A017, Landmark, C-O Application tabled by applicant prior to the hearing. 5. 365 Barber Street COA-2019-03-1011 Petitioner: Sean Hogan Request: New Construction 2 Information: 163C3 B015A, Boulevard, RS-15 Ms. Fletcher recused herself due to a working relationship with the applicant; therefore, there was no longer a quorum. MISCELLANEOUS ANNOUNCEMENTS Next Public Meeting of the Historic Preservation Commission: The next regular monthly meeting will be May 15, 2019 at 5:30 PM in the Auditorium at 120 W. Dougherty Street, Athens, GA. A qualified interpreter for the hearing impaired is available by calling (706) 613-3515 at least ten (10) days prior to the scheduled meeting time. Written comments about any agenda items must be received at least 7 days prior to the hearing. 10 copies are required. Please note that an agenda setting will be held at 5:00 prior to the 5:30 start of the advertised hearing. The agenda setting will be held in the Planning Department Conference Room. The agenda setting is open to the public but will not include any public comment opportunities. No decisions about pending items or properties will be made at the agenda setting. 2
