SPECIAL CALLED MEETING MINUTES
May 1, 2019
The Athens-Clarke County Historic Preservation Commission met and considered the following
items at a special called public meeting on Wednesday, May 1, 2019, at 5:30 p.m. The
meeting was held at 120 W. Dougherty Street, Athens, Georgia.
MEMBERS PRESENT: Jeff Bishop, Heather Fletcher, James Lineberger, Thomas White,
Missy Brandt Wilson, Cameron Yearty
MEMBERS ABSENT: Megan Morgan
STAFF PRESENT: Sandy Beasley, Amber Eskew, Bruce Lonnee, Michael Petty
CALL TO ORDER:
1. Determination of Quorum: Quorum present.
2. Introduction of staff reports and all other documents submitted to the Historic Preservation
Commission at this meeting into the official record: Motion to receive documents into the
official record approved.
3. Ex-Parte Communications: none
CONSENT AGENDA: None
OLD BUSINESS:
1. 365 Barber Street COA-2019-03-1011
Petitioner: Sean Hogan
Request: New Construction
Information: 163C3 B015A, Boulevard, RS-15
Ms. Fletcher recused herself due to a business relationship with the applicant.
Ms. Eskew presented the staff report with the recommendation to deny the application.
Agent / Owner: Sean Hogan (submitted front/left side elevations and referenced, but did not
submit a revised site plan)
In Favor: none
In Opposition: None
Motion: Mr. Yearty moved to approve the request with conditions.
Center the windows on the right side of the front elevation with the wall on both stories.
Work with staff on an appropriate finish for the fiberglass columns indicated in the plans.
To work with staff on the eave brackets shown on the revised plans submitted at this
meeting for the second story.
Mr. White seconded and the motion failed 2 to 3 (Lineberger, Wilson, Yearty opposed.)

Mr. Bishop moved to deny the application as submitted on the grounds of inappropriate scale
and mass. Ms. Wilson seconded and the motion failed 2 to 3 (Bishop, Lineberger, and White
opposed.)
Mr. Yearty moved to deny the application based on concerns with the scale, massing, and
height of the proposed new construction. Ms. Wilson seconded and the motion failed 2 to 3
(Bishop, Lineberger, and White opposed.)
Mr. Bishop asked the Commission if they were willing to reconsider the original motion. Mr.
White moved that the original motion be reconsidered. Mr. Bishop seconded. The consensus
to reconsider was unanimous.
Mr. Yearty reread the original motion to approve the application with conditions.
Center the windows on the front elevation of the right side massing of both stories;
Work with staff on an appropriate finish to the fiberglass columns;
Work with staff on the level of detail with the eave brackets on the second story.
The motion passed 3 – 2 (Wilson and Yearty opposed)
2. 255 Milledge Heights COA-2019-03-997
Petitioner: L. Ben Dooley for John Barrow
Request: Addition
Information: 173C3 H001, Landmark, RS-15
Ms. Eskew presented the staff report with the recommendation to deny the application.
Agent / Owner: John Barrow
In Favor: none
In Opposition: None
Motion: Ms. Fletcher moved to approve the request with conditions.
The submitted option of utilizing a hipped roof form for the front elevation of the addition
is to be the approved design.
Mr. White seconded and the motion passed 4 - 1 (Yearty abstained / Wilson opposed.)
With no other business, the meeting adjourned at 7:15 p.m.

Next Public Meeting of the Historic Preservation Commission: The next regular monthly meeting
will be May 15, 2019 at 5:30 PM in the Auditorium at 120 W. Dougherty Street, Athens, GA.
A qualified interpreter for the hearing impaired is available by calling
(706) 613-3515 at least ten (10) days prior to the scheduled meeting time.
Written comments about any agenda items must be received at least 7 days prior to the hearing.
10 copies are required.
Please note that an agenda setting will be held at 5:00 prior to the 5:30 start of the advertised hearing. The
agenda setting will be held in the Planning Department Conference Room. The agenda setting is open to the public
but will not include any public comment opportunities. No decisions about pending items or properties will be made
at the agenda setting.
