ATHENS-CLARKE COUNTY HISTORIC PRESERVATION COMMISSION MEETING MINUTES May 15, 2019 The Athens-Clarke County Historic Preservation Commission met and considered the following items at a public meeting on Wednesday, May 15, at 6:30 p.m. The meeting was held at 120 W. Dougherty Street, Athens, Georgia. MEMBERS PRESENT: Jeff Bishop, Heather Fletcher, James Lineberger, Thomas White, Missy Brandt Wilson, Cameron Yearty MEMBERS ABSENT: STAFF PRESENT: Sandy Beasley, Amber Eskew, Bruce Lonnee, Michael Petty CALL TO ORDER: 1. Determination of Quorum: Quorum present 2. Introduction of staff reports and all other documents submitted to the Historic Preservation Commission at this meeting into the official record: Motion to receive documents into the official record approved. 3. Adoption of the minutes of the April 17, 2019 meeting and May 1, 2019 Special Called meeting: Mr. White noted that his name was incorrect in the April minutes (Item 2 motion.) Minutes to be revised to reflect correct name. The motion to adopt the minutes with the approved name change passed unanimously. 4. Ex-Parte Communications: None CONSENT AGENDA: None OLD BUSINESS: none NEW BUSINESS: 1. 290 S Milledge Avenue COA-2019-04-1348 Petitioner: Henry G. Anderson, III for Jordan Crawford / Delta Iota House Corp. Request: Rear Porch Addition and Modify Openings Information: 122D2 B001, Milledge, C-O Ms. Eskew presented the staff report with the recommendation to approve the application with conditions. Agent / Owner: Henry Anderson, III In Favor: none In Opposition: none Motion: Mr. Yearty moved to approve the application with the conditions that: 1  window materials and design be consistent with the entirety of this project and the previous approval that is now under construction and  the applicant work with staff to develop consistent design and materials for the secondary entrances. Ms. Wilson seconded and the motion unanimously. 2. 131 / 141 East Broad Street COA-2019-04-1380 Petitioner: Brett Nave / Studio BNA Architects for Walco Investments Request: Storefront Renovation and New Construction Information: 171B5 B002 / B003, Downtown, C-D (PD) and C-D Ms. Eskew presented the staff report with a recommendation to approve the application with conditions. Agent / Owner: Brett Nave In Favor: none In Opposition: none Motion: Ms. Fletcher moved to approve the application with condition that the design include a break in the canopy at the hyphen portion of the project. Mr. Yearty seconded and the motion passed unanimously. 3. 1022 Prince Avenue COA-2019-03-1010 Petitioner: Joseph Smith / Arcollab for Burgess Family Enterprises, LLC Request: Modifications to Previous Approval Information: 114D3 A017, Landmark, C-O Ms. Eskew presented the staff report with a recommendation to approve the application with an option. Agent / Owner: Joe Smith In Favor: none In Opposition: none Motion: Mr. Yearty moved to approve the application with the following:  the option to eliminate the faux openings on the east and west elevation of the addition if desired, and  a condition that the parking spaces be made of porous concrete pavers or pervious concrete Mr. White seconded and the motion carried unanimously. 4. 175 N. Lumpkin Street COA-2019-04-1393 Petitioner: Tyler Leslie / Character-Built for Jim Cantrell 2 Request: Storefront Remodel Information: 171A5 D011, Downtown, C-D Ms. Eskew presented the staff report with a recommendation to approve the application as submitted. Agent / Owner: Tyler Leslie In Favor: none In Opposition: none Motion: Ms. Wilson moved to approve the application as submitted. Mr. Yearty seconded and the motion carried unanimously. CONCEPTUAL PRELIMINARY DESIGN REVIEW: none OTHER BUSINESS: 1. Designation Committee Report: The Committee did not meet this month. 2. Education Committee Report: The Committee did not meet this month. 3. Miscellaneous Announcements:  Committee assignments will be made at the June meeting.  With Ms. Morgan’s resignation, nominations for vice-chair for the June meeting were held. Mr. Yearty was voted in as vice-chair for the June meeting. Nominations for the FY20 meetings will be held in July, 2019. With no other business, the meeting adjourned at 7:07 p.m. 3

MISCELLANEOUS ANNOUNCEMENTS Next Public Meeting of the Historic Preservation Commission: The next regular monthly meeting will be June 19, 2019 at 5:30 PM in the Auditorium at 120 W. Dougherty Street, Athens, GA. A qualified interpreter for the hearing impaired is available by calling (706) 613-3515 at least ten (10) days prior to the scheduled meeting time. Written comments about any agenda items must be received at least 7 days prior to the hearing. 10 copies are required. Please note that an agenda setting will be held at 5:00 prior to the 5:30 start of the advertised hearing. The agenda setting will be held in the Planning Department Conference Room.
