MEETING MINUTES
August 21, 2019
The Athens-Clarke County Historic Preservation Commission met and considered the following
items at a public meeting on Wednesday, August 21st, at 5:30 p.m. The meeting was held at
120 W. Dougherty Street, Athens, Georgia.
MEMBERS PRESENT: Jeff Bishop, Heather Fletcher, James Lineberger, Thomas White,
Missy Brandt Wilson, Ellen Walker
MEMBERS ABSENT:
STAFF PRESENT: Sandy Beasley, Amber Eskew, Bruce Lonnee, Michael Petty
CALL TO ORDER:
1. Determination of Quorum: Quorum present
2. Introduction of staff reports and all other documents submitted to the Historic Preservation
Commission at this meeting into the official record: Motion to receive documents into the
official record approved.
3. Adoption of the minutes of the July 17, 2019 meeting: Motion to adopt the minutes as
submitted passed unanimously.
4. Ex-Parte Communications: Mr. Bishop’s banking institution will be handling the loan for the
petitioners for 380 W. Cloverhurst Avenue. He will not be participating in the transaction.

offered. This request is to expand the area for brick pavers approved in a previous
submittal.

Comments:
Expanding the pavers as outlined in the submittal is appropriate. Any further
expansions proposed might be inappropriate.
The old and new pavers will match.

Ms. Eskew presented the staff report with a recommendation to approve the application with
conditions.

Motion: Ms. Wilson moved to approve the application with the following conditions:
the materials and design information on terrace portion of the project be submitted to
staff for further review;
the side gable addition to the eastern side of the house be approved as submitted;
modification of the front entry be approved as submitted with the option to work with
staff on appropriate design;
the modification to the front gable windows to achieve egress compliance be altered
to eliminate the need of the width of the opening to exceed the current placement;
the windows flanking the bump-out on the southeast corner of the side elevation be
retained without change;
the five part window on the rear elevation be retained without change;
design and specifications for the optional rear entry be submitted to staff if that entry
is to be included in the project;
the option to use masonry veneer on the new rear chimney instead of shingles;
a revised drawing to reflect these conditions be submitted to staff for review prior to
permitting.
Ms. Walker seconded and the motion passed 5 - 1 (White opposed.)

Motion: Ms. Fletcher moved to approve the application with the following conditions:
the garage doors be of a painted finish;
the Horizon “S” standing seam metal roofing specified at the hearing be used on the
project or that the applicant work with staff to choose another appropriate material.
Ms. Walker seconded and the motion passed unanimously.

Motion: Mr. White moved to approve the application with the option to retain the use of
wider reveal lap siding on the existing areas of use in Phase I and the Phase I gable, if
desired. Mr. Lineberger seconded and the motion passed unanimously.

Ms. Eskew presented the staff report with a recommendation to approve the application with
conditions.

Motion: Ms. Fletcher moved to approve the application with the following conditions:
placement of the doors be such that the garage door is centered between the
pedestrian doors;
pedestrian doors are to be of the same design not to exceed 48” and are subject to
staff approval;
use of a porch roofline that extends from the roofline of the existing shed extension
for a consistent height and depth with wood posts for support to be evenly spaced
and have a paved surface at grade;
revised drawings and specifications to comply with the conditions of approval be
submitted to staff for review.
Ms. Walker seconded. There was a brief discussion regarding subsequent requests of this
nature from other Greek organizations. The motion passed 5 - 1 (Wilson opposed.)

CONCEPTUAL PRELIMINARY DESIGN REVIEW: none
OTHER BUSINESS:
1. Designation Committee Report: The Committee met this month. Discussion included
landmark designations on Milledge Circle and the Western Downtown Historic District
project process.
2. Education Committee Report: The Committee met this month. Discussion included training
session ideas, annual report development, and moving forward with staff COA changes to
the Design Guidelines.
3. Miscellaneous Announcements:
Request for staff to arrange monthly meeting agendas so that any COA application
that was previously heard for conceptual review by the HPC should be heard as Old
Business.
With no other business, the meeting adjourned at 9:02 p.m.

(706) 613-3515 at least ten (10) days prior to the scheduled meeting time.
Written comments about any agenda items must be received at least 7 days prior to the hearing.
10 copies are required.
Please note that an agenda setting will be held at 5:00 prior to the 5:30 start of the advertised hearing. The
agenda setting will be held in the Planning Department Conference Room. The agenda setting is open to the public
but will not include any public comment opportunities. No decisions about pending items or properties will be made
at the agenda setting.
