ATHENS-CLARKE COUNTY HISTORIC PRESERVATION COMMISSION MEETING MINUTES September 18, 2019 The Athens-Clarke County Historic Preservation Commission met and considered the following items at a public meeting on Wednesday, September 18th, at 5:30 p.m. The meeting was held at 120 W. Dougherty Street, Athens, Georgia. MEMBERS PRESENT: Jeff Bishop, James Lineberger, Ellen Walker, Thomas White MEMBERS ABSENT: Heather Fletcher, Missy Brandt Wilson STAFF PRESENT: Sandy Beasley, Amber Eskew, Bruce Lonnee, Michael Petty CALL TO ORDER: 1. Determination of Quorum: Quorum present 2. Introduction of staff reports and all other documents submitted to the Historic Preservation Commission at this meeting into the official record: Motion to receive documents into the official record approved. 3. Adoption of the minutes of the August 21, 2019 meeting: Motion to adopt the minutes as submitted passed unanimously. 4. Ex-Parte Communications: none CONSENT AGENDA: None OLD BUSINESS: 1. 410 Milledge Circle COA-2019-06-2044 Petitioner: Sabrina Collins Request: Partial Demolition and New Addition Information: 124B4 E013, Milledge Cir, RS-15 Ms. Eskew presented the staff report with a recommendation to approve the application with conditions. This item was tabled at the July, 2019 meeting. Agent / Owner: Sabrina Collins In Favor: none In Opposition: none Motion: Ms. Walker moved to approve the application with the following conditions:  The applicant provide additional information on the door material and finishes;  A plan for the retaining wall at the northeast side of the house along the driveway be submitted and shown to be outside of the vision hazard area (staff level); 1  The new opening at the front wall of the eastern entrance be consistent with the ones the staff suggested, such as the casement window labeled “G” in the gables of the addition. Mr. White seconded and the motion passed unanimously. 2. 380 Buena Vista Avenue COA-2019-08-2779 Petitioner: Jeff Squier / JOMA for Kevin O’Neal Request: Garage Addition Information: 114C2 G007, Buena Vista, RS-8 Ms. Eskew presented the staff report with a recommendation to approve the application with conditions. This item was heard as a concept review at the July, 2019 meeting. Agent / Owner: John Newland / JOMA In Favor: none In Opposition: none Motion: Mr. White moved to table the application for up to six months. Mr. Newland agreed to table the application. Ms. Walker seconded and the motion passed unanimously. Mr. Bishop and Mr. Newland signed the tabling agreement. 3. 170 Crawford Avenue COA-2019-08-2782 Petitioner: Andrew Malac Request: New Construction Information: 163C3 A005, Boulevard, RM-1 Ms. Eskew presented the staff report with a recommendation to table. This item was presented as a concept review at the July, 2019 meeting. Agent / Owner: Andrew Malac (distributed letter of support from neighbors) In Favor: Chip Ogburn, Dick Haynes (observation only) In Opposition: none Motion: Mr. White moved to approve the application with the following conditions:  The materials for the retaining wall and placement of the retaining wall be submitted to staff for approval. Mr. Lineberger seconded and the motion passed 3 - 1 (Walker opposed.) NEW BUSINESS: 1. 188 S. Agent / Owner: Ralph Shewell, Tanya Shewell In Favor: none In Opposition: none Motion: Mr. Lineberger moved to approve the application with the condition that a recess be provided of a few inches on the northern side of the addition from the original wall plane. Ms. Walker seconded and the motion passed unanimously. 2. 609 Cobb Street COA-2019-08-2781 Petitioner: Dustin Jones / Koons Environmental Design for Lewis Ernest Request: Modify Rear Entry Information: 122B1 B001, Cobbham, RS-8 Ms. Eskew presented the staff report with a recommendation to approve the application with conditions. Agent / Owner: Dustin Jones / Koons Environmental Design In Favor: none In Opposition: none Motion: Mr. White moved to approve the application with the understanding that the lattice skirting would be the same as shown on the plans. Ms. Walker seconded and the motion passed unanimously. Mr. Bishop questioned staff regarding providing more flexibility in the materials as suggested by staff. 3. 465 Milledge Circle COA-2019-08-2786 Petitioner: David Matheny / AMT for Alison McCullick Request: Rear Addition Information: 124D2 A022, Milledge Cir, RS-15 Ms. Eskew presented the staff report with a recommendation to approve the application with conditions. Agent / Owner: David Matheny In Favor: none In Opposition: none Motion: Ms. Walker moved to approve the application with the following conditions: 3  the arch transom be eliminated at the rear gable;  the board and batten at the basement level be replaced with a material that matches any of the existing siding materials rather than introducing new texture;  the chimney extension be eliminated or converted;  the deck railing remains simple pickets;  the lap siding on the western side continue to the appropriate plane under the window. Mr. White seconded and the motion passed unanimously. 4. 657 Cobb Street COA-2019-08-2787 Petitioner: David Matheny / AMT for Michael Kaposouz Request: Rear Addition Information: 122B1 B004, Cobbham, RS-8 Ms. Eskew presented the staff report with a recommendation to approve the application with conditions. Agent / Owner: David Matheny 1) provided a hand-out to respond to the conditions staff recommended, noted as Exhibit A; 2) requested an amendment (window addition) to the submitted plans; and 3) addressed a drafting error regarding brick vs painted block In Favor: none In Opposition: none Motion: Mr. White moved to approve the application with the following conditions:  there will now be four windows in the rear addition rather than three, as submitted in Exhibit A;  the windows in the kitchen area will all be of a consistent size. Ms. Walker seconded and the motion passed unanimously. 5. 264 Nantahala Avenue COA-2019-08-2788 Petitioner: Carl Martin for Carter Vest Request: Accessory Structure and Entry Modifications Information: 114D2 D004, Boulevard, RS-8 Ms. Eskew presented the staff report with a recommendation to approve the application with conditions. Agent / Owner: Carter Vest (provided photographs of current gable / window opening and proposed garage door options, noted as Exhibit A) In Favor: none In Opposition: none Motion: Ms. Walker moved to approve the application with the following conditions: 4  The garage doors and the new windows for the garage and the gable of the el extension have a painted finish;  An additional rail be allowed for the entry steps, if approved by the other regulating body. Mr. Lineberger seconded and the motion passed unanimously. CONCEPTUAL PRELIMINARY DESIGN REVIEW: 1. 276 Woodlawn Avenue COA-2019-08-2830 Petitioner: Joseph Smith / Arcollab for Frank & Julie Range Request: Rear Addition Information: 124B2 G012, Woodlawn, RS-15 Ms. Eskew presented the staff report. As a conceptual design review, comments only are received. No decision will be made at this meeting. Agent / Owner: Clint Castles / Arcollab In Favor: none In Opposition: none Comments:  The proposed changes to the back of the house are an improvement to the property.  The scale and massing and the design are appropriate.  The placement of the transoms and clerestory is appropriate; a bit of artistic license taken but does not clash with the initial design.  The transoms on either side of the chimney do not quite fit with the additional transom above the six-over-one.  The three light areas in the rear gable flanking either side of the chimney are atypical but rear elevation of a non-historic addition leaves an opportunity for flexibility.  Address the window unit air-conditioner occupying what was a window opening in the plans. OTHER BUSINESS: 1. Text Amendments: Ms. Walker moved to forward the proposed text amendments to the Mayor and Commission. Mr. Lineberger seconded and the motion passed. 2. Designation Committee Report: The Committee met this month. Open houses will be held in late September / early October for designation of two landmarks for Milledge Circle, an amendment to attach certain properties at the eastern end of downtown to the existing downtown local historic district, and to create a new west downtown standalone district. 3. Education Committee Report: The Committee met this month. Reviewed topics / articles for the annual report. 4.
