MEETING MINUTES
October 16, 2019
The Athens-Clarke County Historic Preservation Commission met and considered the following
items at a public meeting on Wednesday, October 16th, at 5:30 p.m. The meeting was held at
120 W. Dougherty Street, Athens, Georgia.
MEMBERS PRESENT: Jeff Bishop, Heather Fletcher, James Lineberger, Ellen Walker,
Thomas White, Missy Brandt Wilson
MEMBERS ABSENT:
STAFF PRESENT: Sandy Beasley, Amber Eskew, Bruce Lonnee, Michael Petty
CALL TO ORDER:
1. Determination of Quorum: Quorum present
2. Introduction of staff reports and all other documents submitted to the Historic Preservation
Commission at this meeting into the official record: Motion to receive documents into the
official record approved.
3. Adoption of the minutes of the September 18, 2019 meeting: Motion to adopt the minutes
as submitted passed unanimously.
4. Ex-Parte Communications: Jeff Bishop received calls regarding procedural matters for the
designations on tonight’s agenda. He referred them to staff.

Ms. Eskew presented the staff report with a recommendation to approve the application with
conditions. This item was heard as a conceptual review at the September, 2019 meeting.

Motion: Ms. Wilson moved to approve the application with the following conditions:
Remove the use of lap siding in favor of all wood shingles
Ms. Walker seconded and the motion passed unanimously.

Motion: Ms. Fletcher moved to approve the application as submitted. Mr. Lineberger
seconded. The motion passed 5 – 1 (Wilson opposed.)
NEW BUSINESS:
1. 157 Grady Avenue COA-2019-09-3102
Petitioner: Dan Lorentz
Request: Rear Addition
Information: 163C3 C021, Boulevard, RS-8
Ms. Eskew presented the staff report with a recommendation to approve with conditions.
Agent / Owner: Dan Lorentz requested that this application be tabled to change the scope
of the project.
In Favor: none
In Opposition: none
Motion: Ms. Wilson moved to table the application up to six months. Ms. Walker
seconded. Mr. Bishop and Mr. Lorentz signed the tabling agreement. The motion passed
unanimously.
CONCEPTUAL PRELIMINARY DESIGN REVIEW:
1. 825 Hill Street COA-2019-10-3315
Petitioner: Dustin Jones for Matthew Hall & Erica Gilbertson
Request: Concept of Rear Modifications
Information: 122B1 C004, Cobbham, RS-8
Ms. Eskew presented the staff report. As a conceptual design review, comments only are
provided to the agent/owner. No decision will be made at this meeting.

Comments:
Exterior elevated landscape is appropriate.
The windows are set back enough that they are inconsequential.
The lights in the windows and French doors are appropriate.
In ten years, the changes will appear to have always been there.
A dramatic improvement to the rear of the house.
No changes suggested / needed to the submitted plans.

a. Public hearing on designation as a local historic landmark
In Favor: none
In Opposition: none
Motion: Ms. Wilson moved to recommend approval of 540 Milledge Circle for
designation as a local historic landmark. Ms. Walker seconded. The motion passed
unanimously.
b. Public hearing on adoption of design guidelines for the proposed landmark
Motion: Ms. Wilson moved to recommend that 540 Milledge Circle have a standard set
of local historic design guidelines. Ms. Walker seconded. The motion passed
unanimously.
2. 638 Milledge Circle
a. Public hearing on designation as a local historic landmark
In Favor: none
In Opposition: none
Motion: Ms. Wilson moved to recommend approval of 638 Milledge Circle for
designation as a local historic landmark. Ms. Walker seconded. The motion passed
unanimously.
b. Public hearing on adoption of design guidelines for the proposed landmark

Motion: Ms. Wilson moved to recommend adoption of design guidelines for a proposed
landmark at 638 Milledge Circle and that local historic design standards apply. Ms.
Walker seconded. The motion passed unanimously.
3. Amendment of the Downtown Athens Local Historic District
a. Public hearing on the amendment of the existing historic district
In Favor: Tommy Valentine, Drew Dekle
Opposed: Goodloe Yancy representing the Dupree Company
Motion: Ms. Fletcher moved that the amendment to the Downtown Athens Local
Historic District be forwarded to the Mayor and Commission with a recommendation of
approval as submitted. Mr. White seconded and the motion carried unanimously.
4. Proposed Western Downtown Athens Local Historic District
a. Public hearing on designation of the proposed new historic district
In Favor: Rick Parker, representing Athens Housing Authority; Drew Dekle, property
owner (provided photographs and documents of 265 W. Washington Street); Milton
Leathers; Scott Reed; Tommy Valentine
In Opposition: Jill Bateman representing Athens First United Methodist Church; Eric
Zimmerman representing Georgia Gameday Condominium Association; David
Montgomery representing Hudson & Montgomery; Joe Tillman, property owner; Ricky
Chastain, property owner; Stephanie Leathers representing 133 owners of Georgia
Gameday Condominium; Daniel Haygood representing First Baptist Church of Athens;
Jim Timberlake, representing Athens First United Methodist Church; Hal Farnsworth
representing Redeemer Presbyterian Church; Ken Parker, property owner
Mr. Bishop thanked the property owners and community for participating in this hearing.
He noted that he would ask that the Commissioners consider attending the HPC
meetings when a moratorium induced discussion is on the agenda. Mr. Lonnee outlined
the procedures if the HPC recommendation is forwarded to the Mayor and Commission.
Motion: Ms. Walker moved that the proposed Western Downtown Athens Local
Historic District be forwarded to the Mayor and Commissioners for consideration. Mr.
White seconded. The motion passed unanimously.
b. Public hearing on adoption of design guidelines for the proposed district
Motion: Ms. Wilson moved to recommend to the Mayor and Commission that the
Downtown Athens Local Historic District Design Guidelines apply to the proposed
Western Downtown Athens Local Historic District. Mr. Lineberger seconded. The
motion passed unanimously.

OTHER BUSINESS:
1. Designation Committee Report
The Committee met this month. Work is just beginning on the Oakland Avenue designation
request.
2. Education Committee Report
The Committee continued to review topics / articles for the annual report to be
distributed in January.
Staff has developed a regional training session which will be provided to local and
regional Historic Preservation Commission members and staff. Training is scheduled
for December 13, 2019.

Next Public Meeting of the Historic Preservation Commission: The next regular monthly meeting
will be November 20, 2019 at 5:30 PM in the Auditorium at 120 W. Dougherty Street, Athens, GA.
A qualified interpreter for the hearing impaired is available by calling
(706) 613-3515 at least ten (10) days prior to the scheduled meeting time.
Written comments about any agenda items must be received at least 7 days prior to the hearing.
10 copies are required.
Please note that an agenda setting will be held at 5:00 prior to the 5:30 start of the advertised hearing. The
agenda setting will be held in the Planning Department Conference Room. The agenda setting is open to the public
but will not include any public comment opportunities. No decisions about pending items or properties will be made
at the agenda setting.
