ATHENS-CLARKE COUNTY HISTORIC PRESERVATION COMMISSION MEETING MINUTES November 20, 2019 The Athens-Clarke County Historic Preservation Commission met and considered the following items at a public meeting on Wednesday, November 20th, at 5:30 p.m. The meeting was held at 120 W. Dougherty Street, Athens, Georgia. MEMBERS PRESENT: Jeff Bishop, Bobbie Epting, Heather Fletcher, Caity Hungate, Ellen Walker, Thomas White, Missy Brandt Wilson MEMBERS ABSENT: STAFF PRESENT: Sandy Beasley, Amber Eskew, Bruce Lonnee, Michael Petty CALL TO ORDER: 1. Determination of Quorum: Quorum present 2. Introduction of staff reports and all other documents submitted to the Historic Preservation Commission at this meeting into the official record: Motion to receive documents into the official record approved. 3. Adoption of the minutes of the October 16, 2019 meeting: Motion to adopt the minutes as submitted passed unanimously. 4. Ex-Parte Communications: None CONSENT AGENDA: None OLD BUSINESS: 1. 380 Buena Vista Avenue COA-2019-08-2779 Petitioner: Jeff Squier / JOMA for Kevin O’Neal Request: Garage Addition Information: 114C2 G007, Buena Vista, RS-8 Ms. Eskew presented the staff report with a recommendation to approve the application with an option. This item was heard as a conceptual review at the July 2019 meeting and tabled at the September 2019 meeting. Agent / Owner: John Newland / JOMA In Favor: none In Opposition: none Motion: Ms. Fletcher moved to approve the application with an option to add windows to the rear and/or the interior side elevations of the garage. Mr. White seconded and the motion passed unanimously. 1 2. 825 Hill Street COA-2019-10-3512 Petitioner: Dustin Jones / Koons Environmental Design for Matthew Hall & Erica Gilbertson Request: Rear Modifications Information: 122B1 C004, Cobbham, RS-8 & RM-1 Ms. Eskew presented the staff report with a recommendation to approve the application with conditions. This item was heard as a conceptual review at the October 2019 meeting. Agent / Owner: Matt Hall In Favor: none In Opposition: none Motion: Ms. Wilson moved to approve the application with the following conditions:  the applicant work with staff to find an appropriate design that does not create an overly detailed rear entry;  the materials for the different parts of the project – walls, steps, flooring, and railings – be indicated or clarified for staff review. Ms. Walker seconded. The motion passed unanimously. NEW BUSINESS: 1. 180 Lenoir Avenue COA-2019-09-3139 Petitioner: Daniel Beynart Request: Rear Porch Modification Information: 114D3 C002, Boulevard, RS-8 Ms. Eskew presented the staff report with a recommendation to approve the application with conditions. Agent / Owner: Dan Beynart In Favor: none In Opposition: none Motion: Ms. Wilson moved to approve the application as submitted. Mr. White seconded. The motion passed unanimously. 2. 362 Barber Street COA-2019-10-3517 Petitioner: Terry Jinks Request: Raise Roofline Information: 163C3 A003G, Boulevard, RM-1 Ms. Eskew presented the staff report with a recommendation to approve the application with conditions. 2 Agent / Owner: Terry Jinks In Favor: none In Opposition: none Motion: Ms. Walker moved to approve the application with the condition that the applicant work with staff to find an alternative that would not raise the roofline higher than the primary area while maintaining a side gable roof form. Ms. Wilson seconded. The motion passed unanimously. CONCEPTUAL PRELIMINARY DESIGN REVIEW: None OTHER BUSINESS: 1. Designation Committee Report The Committee did not meet this month. 2. Education Committee Report The Committee met this month.  They continue preparing articles for the annual report.  A regional Historic Preservation training session is scheduled for December 13th. 3. Miscellaneous Announcements Mr. Bishop welcomed new Commission members Bobbie Epting and Caity Hungate. With no other business, the meeting adjourned at 6:26 p.m. 3

MISCELLANEOUS ANNOUNCEMENTS Next Public Meeting of the Historic Preservation Commission: The next regular monthly meeting will be December 18, 2019 at 5:30 PM in the Auditorium at 120 W. Dougherty Street, Athens, GA. A qualified interpreter for the hearing impaired is available by calling (706) 613-3515 at least ten (10) days prior to the scheduled meeting time. Written comments about any agenda items must be received at least 7 days prior to the hearing. 10 copies are required. Please note that an agenda setting will be held at 5:00 prior to the 5:30 start of the advertised hearing. The agenda setting will be held in the Planning Department Conference Room. The agenda setting is open to the public but will not include any public comment opportunities. No decisions about pending items or properties will be made at the agenda setting.
