ATHENS-CLARKE COUNTY HISTORIC PRESERVATION COMMISSION MEETING MINUTES December 18, 2019 The Athens-Clarke County Historic Preservation Commission met and considered the following items at a public meeting on Wednesday, December 18th, at 5:30 p.m. The meeting was held at 120 W. Dougherty Street, Athens, Georgia. MEMBERS PRESENT: Jeff Bishop, Bobbie Epting, Caity Hungate, Ellen Walker, Thomas White MEMBERS ABSENT: Heather Fletcher, Missy Brandt Wilson STAFF PRESENT: Sandy Beasley, Amber Eskew, Bruce Lonnee, Michael Petty CALL TO ORDER: 1. Determination of Quorum: Quorum present 2. Introduction of staff reports and all other documents submitted to the Historic Preservation Commission at this meeting into the official record: Motion to receive documents into the official record approved. 3. Adoption of the minutes of the November 20, 2019 meeting: Motion to adopt the minutes as submitted passed unanimously. 4. Ex-Parte Communications: None CONSENT AGENDA: None OLD BUSINESS: NEW BUSINESS: 1. 179 Grady Avenue COA-2019-11-3742 Petitioner: Julianne and Dave Schmidt Request: Rear Addition and Accessory Building Information: 163C3 C026A, Boulevard, RS-8 Ms. Eskew presented the staff report with a recommendation to approve the application with conditions. Agent / Owner: Julianne Schmidt, Dave Schmidt In Favor: none In Opposition: none Motion: Ms. Epting moved to table the application for up to six months as the homeowners address issues of scale, massing, and details of the accessory structure along with other 1 issues relative to the addition. Ms. Hungate seconded. Mr. Schmidt and Mr. Bishop signed the tabling agreement. The motion then passed unanimously. 2. 114 College Avenue COA-2019-11-3745 Petitioner: Brett Nave / Studio BNA for Austin Sumner Properties Request: Storefront Modification Information: 171B5 D011, Downtown, C-D Ms. Eskew presented the staff report with a recommendation to approve the application with conditions. Agent / Owner: Bret Nave (distributed one set of photographs, noted as Exhibit A) In Favor: none In Opposition: none Motion: Ms. Walker moved to introduce Exhibit A into the record. Ms. Epting seconded. The motion passed unanimously. Mr. White moved to approve the application with the conditions that:  the applicant work with staff: o to determine the material for the threshold; o regarding the replacement or the restoration of the upper windows, as needed;  the original details be replicated as practical; and  the door be glazed: Ms. Hungate seconded and the motion passed unanimously. 3. 378 W. Rutherford Street COA-2019-11-3755 Petitioner: David Matheny / AMT for Douglas and Lisa Yarn Request: Major Addition Information: 124B2 H018, Rutherford, RS-15 Ms. Eskew presented the staff report with a recommendation to approve the application with conditions. Agent / Owner: David Matheny; Doug Yarn In Favor: none In Opposition: none Motion: Mr. White moved to approve the application with the stipulation that additional fenestration be added in the rear of the house on the proposed west elevation to break the large brick expanse at staff’s discretion. Ms. Walker seconded and the motion passed unanimously. CONCEPTUAL PRELIMINARY DESIGN REVIEW: None 2 OTHER BUSINESS: 1. Designation Committee Report The Committee did meet this month.  The Committee discussed the Oakland Avenue designation and the draft materials developed by staff.  They also discussed the progress on the western downtown historic district, the timeline, and holding additional public input meetings, The Mayor and Commission extended the moratorium for six months to allow time for public input. The proposal will then go through the process for action by M&C. 2. Education Committee Report The Committee did not meet this month.  Ms. Walker is compiling the 2019 annual report. Additional information will be submitted by staff. 3. Miscellaneous Announcements Mr. Lonnee expressed the Commission’s and Planning Staff’s appreciation to Ms. Hungate for her time served on the Commission. With no other business, the meeting adjourned at 7:00 p.m. 3

MISCELLANEOUS ANNOUNCEMENTS Next Public Meeting of the Historic Preservation Commission: The next regular monthly meeting will be January 15, 2020 at 5:30 PM in the Auditorium at 120 W. Dougherty Street, Athens, GA. A qualified interpreter for the hearing impaired is available by calling (706) 613-3515 at least ten (10) days prior to the scheduled meeting time. Written comments about any agenda items must be received at least 7 days prior to the hearing. 10 copies are required. Please note that an agenda setting will be held at 5:00 prior to the 5:30 start of the advertised hearing. The agenda setting will be held in the Planning Department Conference Room. The agenda setting is open to the public but will not include any public comment opportunities. No decisions about pending items or properties will be made at the agenda setting.
