MEETING MINUTES
January 15, 2020
The Athens-Clarke County Historic Preservation Commission met and considered the following
items at a public meeting on Wednesday, January 15th, at 5:30 p.m. The meeting was held at
120 W. Dougherty Street, Athens, Georgia.
MEMBERS PRESENT: Jeff Bishop, Heather Fletcher, Bobbie Epting, Ellen Walker, Thomas
White
MEMBERS ABSENT: Missy Brandt Wilson
STAFF PRESENT: Sandy Beasley, Amber Eskew, Bruce Lonnee, Michael Petty
CALL TO ORDER:
1. Determination of Quorum: Quorum present
2. Introduction of staff reports and all other documents submitted to the Historic Preservation
Commission at this meeting into the official record: Motion to receive documents into the
official record approved.
3. Adoption of the minutes of the December 18, 2019 meeting: Motion to adopt the minutes
as submitted passed unanimously.
4. Ex-Parte Communications: None
CONSENT AGENDA: None
OLD BUSINESS:
1. 157 Grady Avenue COA-2019-09-3102
Petitioner: Dan Lorentz
Request: Rear Addition and Accessory Structure
Information: 163C3 C021, Boulevard, RS-8
Ms. Eskew presented the staff report with a recommendation to approve the application with
conditions. This submittal was tabled at the October, 2019 meeting at the request of the
applicant.
Agent / Owner: Dan Lorentz distributed a copy of the western elevation of the pool house
(designated as Exhibit A.)
In Favor: none
In Opposition: none
Motion: Mr. White moved to approve the application as submitted with Exhibit A included in
the approval. Ms. Walker seconded and the motion passed unanimously.

Request: Modifications at 2nd and 3rd Levels
Information: 122D2 B001, Milledge Avenue, C-O (MAC)
Ms. Eskew presented the staff report with a recommendation to approve the application as
submitted.

In Opposition: none
Motion: Ms. Epting moved to approve the application as submitted. Mr. White seconded
and the motion passed unanimously.
3. 1070 S. Milledge Avenue COA-2019-12-3994
Petitioner: W&A Engineering for James Whitley
Request: Modifications to New Dwelling
Information: 124B2 F001A, Milledge Avenue, C-O (MAC)
Ms. Eskew presented the staff report with a recommendation to approve the application with
conditions. This application seeks to make changes to a previously approved request.
Agent / Owner: James Whitley submitted four letters of support from impacted neighbors
(designated as Exhibit A) and examples of adjacent properties with windowless void
expanses (designated as Exhibit B.) The Commission agreed to accept Exhibit A and
Exhibit B provided by Mr. Whitley.

Motion: Ms. Epting moved to approve the application as submitted with Exhibit A and
Exhibit B included in the approval. Ms. Walker seconded and the motion passed
unanimously.
NEW BUSINESS:
1. 648 Nantahala Avenue COA-2019-12-3992
Petitioner: Dustin Fowler
Request: Rear Addition
Information: 114D1 F012, Boulevard, RS-8
Ms. Eskew presented the staff report with a recommendation to table the application.

Motion: Ms. Fletcher moved to table the application for up to six months so that the
concepts of the rear addition can have new drawings presented that accurately reflect the
intended design as allowed for a full review of the project. Ms. Walker seconded. Mr. Bishop
commented about the geometry of the triangle of the rear gable as it relates to other
geometry on the house. Mr. Fowler agreed to the table. Mr. Bishop and Mr. Fowler signed
the tabling agreement. The motion to table then passed unanimously.
2. 340 Bloomfield Street COA-2019-12-3993
Petitioner: ETLCS, LLC for Amy Covey
Request: Replace Siding and Windows
Information: 171C3 C015, Bloomfield, RS-5
Ms. Eskew presented the staff report with a recommendation to approve the application with
conditions.
Agent / Owner: Bill Kraeling w/ ETLCS
In Favor: none
In Opposition: none
Motion: Ms. Fletcher moved to approve the application with conditions:
That the use of five V-metal roofing be allowed for the dormers added in 2012;
That the documentation of the window condition for each window proposed for
replacement be submitted and shown to be deteriorated beyond reasonable repair. If
replacement is warranted the detail of any decrease of any sash area from the
replacement would also be required.
If aluminum clad windows are to be used, then a painted finish be required.
The removal of the vinyl siding be allowed with the use of lap siding at the original
massing of the house and the use of the smooth side of cementitious siding at the
rear addition with the six inch reveal and wood trim be allowed.
Ms. Epting seconded. Mr. Bishop noted that the reveal should match the front of the house
if discrepancies are uncovered. Staff will be allowed to handle this change administratively.
The motion then passed unanimously.
CONCEPTUAL PRELIMINARY DESIGN REVIEW: None
OTHER BUSINESS:
1. Designation Committee Report

Did not meet this month. They are continuing to review the Oakland Avenue designation
request and are waiting on comments from the December meeting.
2. Education Committee Report
Ms. Walker is finalizing the annual report.
3. Miscellaneous Announcements
Mr. Bishop noted that he will be speaking at the Cobbham Eco-hood group
regarding eco-friendly issues in historic neighborhoods.
Michael Petty distributed copies of the list of things for HPC Commissioners to avoid
that he spoke about at the training session in December.
Michael Petty shared the results of the recent appeal of HPC decision heard by the
Mayor and Commission. The decision of the HPC was upheld.
With no other business, the meeting adjourned at 7:35 p.m.

(706) 613-3515 at least ten (10) days prior to the scheduled meeting time.
Written comments about any agenda items must be received at least 7 days prior to the hearing.
10 copies are required.
