HISTORIC PRESERVATION COMMISSION
MEETING MINUTES
February 19, 2020
The Athens-Clarke County Historic Preservation Commission met and considered the following
items at a public meeting on Wednesday, February 19th, at 5:30 p.m. The meeting was held at
120 W. Dougherty Street, Athens, Georgia.
MEMBERS PRESENT: Jeff Bishop, Heather Fletcher, Bobbie Epting, Ellen Walker, Thomas
White, Missy Brandt Wilson
MEMBERS ABSENT:
STAFF PRESENT: Sandy Beasley, Amber Eskew, Bruce Lonnee (partial), Michael Petty
CALL TO ORDER:
1. Determination of Quorum: Quorum present
2. Introduction of staff reports and all other documents submitted to the Historic Preservation
Commission at this meeting into the official record: Motion to receive documents into the
official record approved.
3. Adoption of the minutes of the January 15, 2020 meeting: Motion to adopt the minutes as
submitted passed unanimously.
4. Ex-Parte Communications: None

OLD BUSINESS:

Ms. Eskew presented the staff report with a recommendation to approve the application as
submitted with the clarifications provided by the applicant.

In Favor: none
In Opposition: none
Motion: Ms. Walker moved to approve the application as recommended. Ms. Wilson
seconded and the motion passed unanimously.

2. 179 Grady Avenue COA-2019-11-3742
Petitioner: Julianne and Dave Schmidt
Request: Rear Addition and Accessory Building
Information: 163C3 C026A, Boulevard, RS-8
Ms. Eskew presented the staff report with a recommendation to approve the application with
the condition that the accessory structure not be included in this review. This application
was originally heard at the December, 2019 meeting, where it was tabled to allow for
revisions to the design.
Agent / Owner: Julianne Schmidt, Dave Schmidt (Submitted photographs of neighboring
structures. This submittal was approved by the Commission and entered into the record as
Exhibit A. The Commission removed 321 Dubose Avenue from Exhibit A as the structure
modifications are a known violation.)
In Favor: none
In Opposition: none
Motion: Ms. Wilson moved to approve the application with the condition that the gable
above the garage door be removed and the garage doors simplified, working with staff to
meet the guidelines of the complexity of the accessory structures. Mr. White seconded. Ms.
Walker expressed concern regarding grading the current topography. Ms. Eskew advised
that the grading was to remain as proposed in the plans. The motion then passed
unanimously.

CONCEPTUAL PRELIMINARY DESIGN REVIEW: None
OTHER BUSINESS:
1. Designation Committee Report
This Committee met this month. They reviewed the final draft of the Oakland Avenue
Historic District proposal. It is ready to move forward with scheduling an open house for
the district and discuss the process of moving it before the HPC for comments and
recommendation. They are working on scheduling community meetings on the Western
Downtown District.
2. Education Committee Report
Did not meet this month. The annual report has been distributed.
3. Miscellaneous Announcements
Mr. Bishop thanked Tommy Valentine for his part in putting together a consortium of
historic preservation and historic resources in Athens.

Mr. Bishop noted that he will be adhering to rules regarding meetings, such as
discussion between Commission members and applicant, audience members
speaking from the gallery, and to time limits for speakers.
With no other business, the meeting adjourned at 6:32 p.m.

Next Public Meeting of the Historic Preservation Commission: The next regular monthly meeting
will be March 18, 2020 at 5:30 PM in the Auditorium at 120 W. Dougherty Street, Athens, GA.
A qualified interpreter for the hearing impaired is available by calling
(706) 613-3515 at least ten (10) days prior to the scheduled meeting time.
Written comments about any agenda items must be received at least 7 days prior to the hearing.
10 copies are required.
Please note that an agenda setting will be held at 5:00 prior to the 5:30 start of the advertised hearing. The
agenda setting will be held in the Planning Department Conference Room. The agenda setting is open to the public
but will not include any public comment opportunities. No decisions about pending items or properties will be made
at the agenda setting.
