MEETING MINUTES
June 17, 2020
The Athens-Clarke County Historic Preservation Commission met and considered the following
items at a public meeting on Wednesday, June 17th, at 5:30 p.m. The meeting, via WebEx,
was held at 120 W. Dougherty Street, Athens, Georgia.
MEMBERS PRESENT: Jeff Bishop, Heather Fletcher, Bobbie Epting, Ellen Walker, Thomas
White (voice poll)
MEMBERS ABSENT: Missy Brandt Wilson
STAFF PRESENT: Sandy Beasley, Amber Eskew, Bruce Lonnee (host), Michael Petty
CALL TO ORDER:
1. Determination of Quorum: Quorum present
2. Introduction of staff reports and all other documents submitted to the Historic Preservation
Commission at this meeting into the official record: Motion to receive documents into the
official record approved.
3. Adoption of the minutes of the February 19, 2020 meeting: Motion to adopt the minutes as
submitted passed unanimously.

OLD BUSINESS: none
NEW BUSINESS:
1. 215 W. Rutherford Street COA-2020-05-1334

Request: Modify Openings and Rear Entry

Ms. Eskew presented the staff report with a recommendation to approve the application with
one condition.

In Favor: none
In Opposition: none
Motion: Ms. Walker moved to approve the application with the condition that the rear
courtyard wall include brick veneer and not utilize vertical or board and batten siding. The

continued use of headers over the new openings can assist with brick support above the
larger openings. Ms. Epting seconded and the motion passed unanimously (rollcall vote).

Ms. Eskew presented the staff report with a recommendation to approve the application as
submitted.

Motion: Ms. Fletcher moved to approve the application as submitted. Mr. White seconded.
The motion then passed unanimously (rollcall vote).

Request: Demolition and reconstruction with previous approved addition

Ms. Eskew presented the staff report with a recommendation to table the application.

In Favor: none
In Opposition: none
Motion: Ms. Epting moved to deny approval based on Guideline 6A.1 and based on non-
compliance with design feature 3a.5, 3b and 3d regarding chimney, windows and porch. Mr.
White seconded. The motion then passed unanimously (rollcall vote).
Mr. Petty noted that the case number on the cover page of the staff report is incorrect.
4. 175 Lakeview Street COA-2020-05-1394

Request: Demolition and reconstruction with previous approved addition
Information: 114D1 H008, Boulevard, RS-8
Ms. Eskew presented the staff report with a recommendation to table the application.

In Opposition: none
Motion: Ms. Fletcher moved that the demolition be approved. Mr. Bishop seconded. Upon
polling, the motion carried with three in favor and two opposed (White and Epting). Ms.
Fletcher moved to table the new construction up to six months. Mr. Ellis agreed to table. Mr.
Ellis and Ms. Eskew signed the tabling agreement. Mr. Bishop gave Ms. Eskew
authorization to sign the agreement for him and to sign the denial notice for him for item 3.
Ms. Epting seconded. The motion carried unanimously (rollcall vote).
5. 886 S. Milledge Avenue COA-2020-05-1395
Petitioner: Henry G. Anderson / TreanorHL Architects for Allison Colloton
Request: Multiple Additions and Associated Site Modifications
Information: 124B2 I002, Milledge, C-O (MAC)
Ms. Eskew presented the staff report with a recommendation to table the application.
Agent / Owner: Andy Anderson will provide, via email to staff, revised plans he discussed in
his presentation. The Commission agreed to accept the revised plans and label as Exhibit A.
Mr. Petty expressed concern regarding voting on plans that are video only. He provided
guidance in the language that should be included in the motion.
In Favor: none
In Opposition: none
Motion: Ms. Fletcher moved to approve the application based on the presentation of the
modified plans provided at this meeting (Exhibit A).
This approval also includes the following conditions:
the accessibility ramp and the treatments be depictions of the upper levels of the
additions of the roof deck, courtyard sides;
the specifications of the side porch and rear porch railings be approved by staff;
the courtyard enclosure be accepted as presented with a maximum fence height of
six feet;
The new walkway at southern side of the front elevation not be a part of this approval.
Ms. Walker seconded. After a brief discussion, the motion carried 4 – 1 (Mr. White
abstained due to buffering issues.) (rollcall vote).
CONCEPTUAL PRELIMINARY DESIGN REVIEW: None

OTHER BUSINESS:
1. Designation Committee Report
This Committee met this month. They discussed virtual open houses for the Oakland
Avenue Designation and the Western Downtown Historic District proposals.
2. Education Committee Report
Did not meet this month. Ellen Walker suggested meeting soon to discuss ways to better
get the message out about preservation procedures.
3. Miscellaneous Announcements
Bobbie Epting suggested everyone look into the walks and options Historic Athens
has been offering.
With no other business, the meeting adjourned at 8:45 p.m.
