July 15, 2020
The Athens-Clarke County Historic Preservation Commission met and considered the following
items at a public meeting on Wednesday, July 15th, at 5:30 p.m. The meeting, via WebEx, was
held at 120 W. Dougherty Street, Athens, Georgia.
MEMBERS PRESENT: Jeff Bishop, Heather Fletcher, Bobbie Epting, Ellen Walker, Thomas
White, Missy Brandt Wilson (voice poll)
MEMBERS ABSENT:

CALL TO ORDER:
1. Determination of Quorum: Quorum present
2. Introduction of staff reports and all other documents submitted to the Historic Preservation
Commission at this meeting into the official record: Motion to receive all documents into the
official record passed unanimously.
3. Adoption of the minutes of the June 17, 2020 meeting: Motion to adopt the minutes as
submitted passed unanimously.

CONCEPTUAL PRELIMINARY DESIGN REVIEW:
1. 170 Lakeview Street COA-2020-07-1906
Petitioner: Chris Carpenter for JW York Properties, LLC
Request: Concept of Demolition and New Construction or Addition
Information: 114D1 I011, Boulevard, RS-8
Ms. Eskew presented the staff report. Being a conceptual review, there was discussion only.
There was no vote on this review.
Agent / Owner: Jared York
Comments:
Character of this mill village is important from the historic standpoint.
Best interest of the community to restore or replicate – at least with the façade and base
house look like the rest of the houses and keep the mill village feel.
It appears that, according to the Sanborn Map, all of the mill houses have porches that
run the length of the front of the house.
Mr. Lonnee pointed out that if the house is disassembled, numbered and reassembled
using the same numbered components of the demolition, a variance would be required
to put the house back in same footprint.

Mr. York noted that there is very limited salvageable material to consider using the
method above. Any materials that are salvaged may be used interior-wise, cosmetic.
The piers may be left as part of the foundation.
Mr. Lonnee defined the term demolition per building code.
Mr. Bishop referred Mr. York to page 154 of HPC Guidelines regarding demolition
criteria. There are a few items that, with documentation, Mr. York may be able to use for
the HPC to consider to allow for demolition.
It is important to try to mimic the reveals, the materials, the windows design as
reproduction as possible, at least on the original mill structure and to presume design
where it looks like that original mill house was added on to. Have the front to read like it
was still a mill house.
Hardi-board, etc. takes away from the character of the mill house and those around it.
Mr. York may be able to save a portion of the siding, window sashes, and interior trim
for repurposing.
There is concern that the neighborhood has already lost a lot of its character. The street
will become insignificant if changes to houses continue.
The house will have to be lifted to keep it from rotting. In working with the elevations,
take the neighborhood flow, both in setback and height, into account.
OTHER BUSINESS:
1. Designation Committee Report
This Committee met this month. They looked at a potential designation of Whitehall Mill
Village Historic District. The Committee met with UGA professor Cari Goetcheus in the
Preservation Program, a student, and a property owner of a mill village house at Whitehall
to look at the substantial research already done on this area. The group is reviewing their
next steps.
2. Education Committee Report
This Committee met this month. They discussed a need for better educational material and
distributing new or revised materials.
3. Miscellaneous Announcements
Voting for new officers:
o Ms. Walker moved to reappoint Mr. Bishop as Chair and Ms. Fletcher as
Vice-Chair. Mr. Bishop and Ms. Fletcher agreed to the reappointments. Mr.
White seconded and the motion passed unanimously (rollcall vote.)
With no other business, the meeting adjourned at 7:51 p.m.
