MEETING MINUTES
August 19, 2020
The Athens-Clarke County Historic Preservation Commission met and considered the following
items at a public meeting on Wednesday, August 19th, at 5:30 p.m. The meeting, via WebEx,
was held at 120 W. Dougherty Street, Athens, Georgia.
MEMBERS PRESENT: Jeff Bishop, Heather Fletcher, Bobbie Epting, Worth VanLinden, Ellen
Walker, Thomas White, Missy Brandt Wilson (voice poll)
MEMBERS ABSENT:
STAFF PRESENT: Sandy Beasley, Amber Eskew, Bruce Lonnee (host), Michael Petty
CALL TO ORDER:
1. Determination of Quorum: Quorum present
2. Introduction of staff reports and all other documents submitted to the Historic Preservation
Commission at this meeting into the official record: Motion to receive all documents into the
official record passed unanimously (voice poll).
3. Adoption of the minutes of the July 15, 2020 meeting: Motion to adopt the minutes with a
request to add Cari Goetcheus as the UGA professor noted in the Designation Committee
discussion. The motion passed unanimously (rollcall vote.)

Motion: Mr. White moved to table this application for up to six months. Ms. Walker
seconded. The applicant verbally agreed to the table and provided a written agreement in
the chat feature of WebEx. The motion passed unanimously (rollcall vote.) Mr. Bishop
authorized Ms. Eskew to sign the table agreement.

Ms. Eskew presented the staff report with a recommendation to table the application.

Ms. Eskew presented the staff report. Being a conceptual review, this was for discussion
only. There was no vote on this review.

Architecture
Comments:
Scale and massing are a concern
Exposed crawlspace really sticks out as being inappropriate as far as streetscape
Show why it is appropriate as infill
Can easily dwarf the homes around it, grade exaggerates height
Depending on the size of the house, the orientation of a house may be better suited
facing Lenoir as it would mimic the house across the street.
Will get more fitting in as far as scale and mass – you have a bigger group of houses on
Hiawassee than Lenoir to relate the design.
A massive staircase changes the character of the structure
Putting a multi-story house on what is already a high spot would overwhelm the
surrounding properties
Neighboring homes are simple and less than 1175 square feet
A challenge for infill is grading changes.
Complement existing homes in the area, don’t overshadow.
Landscaping sometimes can soften something that might be overscaled, particularly
using significant existing plantings

1. Designation Committee Report
This Committee did not meet this month. There is nothing new to report.
2. Education Committee Report
This Committee met this month. The brochure is close to being completed with final editing
in process.
3. Miscellaneous Announcements
Mr. Bishop suggested that the Commission may ask Mr. Valentine to do a branding
campaign to enhance the Historic Preservation image.
With no other business, the meeting adjourned at 8:04 p.m.
