MEETING MINUTES
January 20, 2021
The Athens-Clarke County Historic Preservation Commission met and considered the following
items at a public meeting on Wednesday, January 20th, at 5:30 p.m. The meeting, hosted via
WebEx, was held at 120 W. Dougherty Street, Athens, Georgia.
MEMBERS PRESENT: Jeff Bishop, Bobbie Epting, Heather Fletcher, Worth VanLinden, Ellen
Walker, Thomas White, Missy Wilson
MEMBERS ABSENT:
STAFF PRESENT: Sandy Beasley, Amber Eskew, Bruce Lonnee (host), Michael Petty
CALL TO ORDER:
1. Determination of Quorum: Quorum present
2. Introduction of staff reports and all other documents submitted to the Historic Preservation
Commission at this meeting into the official record: Motion to receive all documents into the
official record passed unanimously (rollcall vote.)
3. Adoption of the minutes: Motion to adopt the minutes of the December 16, 2020 meeting
passed unanimously (rollcall vote.)

OLD BUSINESS:
1. 360 Dubose Avenue COA-2020-11-3315
Petitioner: Kjirsten Ogburn Design for Erica and Robert Carlos
Request: Rear Addition

Ms. Eskew presented the staff report with a recommendation that the application be denied.

Opposed: none
Motion:
Ms. Fletcher moved to approve the application with the condition that the existing window
openings of the original structure and the rhythm of those openings not be changed. Mr.
VanLinden seconded. With Mr. VanLinden’s consent, Ms. Fletcher amended her motion to
add a condition that the applicant bring back a revised plan showing the eastern elevation
recessed portion of the existing structure. The motion carried 5 – 2 (Bishop, Wilson) via
rollcall vote.

2. 210 Hall Street COA-2020-12-3646
Petitioner: Anthony Kennedy
Request: Demolition and New Construction
Information: 171C3 A012, Bloomfield, RS-8
Ms. Eskew presented the staff report with a recommendation to approve the application with
conditions.
Agent / Owner: Anthony Kennedy
In Favor: none
Opposed: none
Motion:
Mr. VanLinden moved to approve the application with the conditions laid out in the staff
report. The conditions stated in the staff report are as follows: the east side elevation either
include a second window opening or move the single window to the center as it was with the
previous approval to improve the rhythm and solid-to-void ratio and the basement level of
the new structure include masonry finish to match the foundation of the single story area for
consistency. Ms. Walker seconded. The motion carried 5 – 2 (Epting, Wilson) via rollcall
vote.

CONCEPTUAL PRELIMINARY DESIGN REVIEW: none
OTHER BUSINESS:
1. Designation Committee Report: The Designation Committee met via WebEx on January
20th with Bishop, Epting, White, Wilson, Eskew, and Lonnee attending. The Committee
discussed the current non-historic designation Demolition Review process with the
objective to incorporate more citizen input and provide opportunity for comments during
future historic preservation demolition reviews. The next steps are to send a draft paper via
Google Doc to the Committee for comments. Once finalized, the report will be sent before
the Legislative Review Committee.
2. Education Committee Report
The Committee did not meet this month but they have been using e-mails to finalize the
2020 Annual Report. Ms. Walker sent a draft of the report to the HP Commission for
comments and edits before being sent to the M&C and placed on the website.

With no other business, the meeting adjourned at 6:44 p.m.
