MEETING MINUTES
February 17, 2021
The Athens-Clarke County Historic Preservation Commission met and considered the following
items at a public meeting on Wednesday, February 17th, at 5:30 p.m. The meeting, hosted via
WebEx, was held at 120 W. Dougherty Street, Athens, Georgia.
MEMBERS PRESENT: Jeff Bishop, Heather Fletcher, Worth VanLinden, Ellen Walker,
Thomas White, Missy Wilson
MEMBERS ABSENT: Bobbie Epting
STAFF PRESENT: Sandy Beasley, Amber Eskew, Bruce Lonnee (host), Michael Petty
CALL TO ORDER:
1. Determination of Quorum: Quorum present
2. Introduction of staff reports and all other documents submitted to the Historic Preservation
Commission at this meeting into the official record: Motion to receive all documents into the
official record passed unanimously (rollcall vote.)
3. Adoption of the minutes: Motion to adopt the minutes of the January 20, 2021 meeting
passed unanimously (rollcall vote.)

OLD BUSINESS:
1. 648 Nantahala Avenue COA-2021-01-144
Petitioner: Mike Hutchins for Laureen & Joe Beckner
Request: Modifications to Windows, Siding, and Porch
Information: 114D1 F012, Boulevard, RS-8
Ms. Eskew presented the staff report with a recommendation to approve the application with
conditions.
Agent / Owner: Mike Hutchins
In Favor: none
Opposed: none
Motion:
Mr. White moved that the application be approved with the exception of the front porch
railing. Mr. VanLinden seconded. After discussion regarding the motion, Ms. Walker
requested a friendly amendment to retain the gables and as much of the original front siding
as possible. With Mr. VanLinden’s consent, Mr. White withdrew his original motion. He then

moved to accept staff’s recommendation to approve with application with the following
conditions:
1. the front façade retain as much of the original wood as possible,
2. the original window be retained at the front porch,
3. the requested column replacement be approved,
4. the railing not be included on the front porch,
5. approve the front double window as requested,
6. the other areas are to be as applicant requested in regards to replacement windows and
siding.
Mr. VanLinden seconded and the motion carried unanimously (via rollcall vote.)

Petitioner: ETL Construction / Bill Kraeling for Ralph Shewell
Request: Modify Previous Addition Design
Information: 122B4 J003 and J003G, Milledge Avenue, C-O (MAC)
Ms. Eskew presented the staff report with a recommendation to approve the application as
submitted.

In Favor: none
Opposed: none
Motion:
Mr. VanLinden moved to approve the application as submitted (approval of the use of a
pilaster to provide the required delineation of old and new construction). Ms. Fletcher
seconded and the motion carried unanimously (via rollcall vote.)
NEW BUSINESS:
1. 394 S. Milledge Avenue COA-2021-01-153
Petitioner: Christopher Evans
Request: Modifications to Openings and Site
Information: 122D2 A006, Milledge Avenue, C-O (MAC)
Ms. Eskew presented the staff report with a recommendation to table the application.
Agent / Owner: Chris Evans (Provided additional documents (nine files) via email during the
meeting. The Commission agreed to accept the new information as Exhibit A.)

Opposed: Scott Reid
Motion:

Mr. VanLinden moved to table the application for up to six months. Mr. Evans agreed to
table. Mr. White seconded and the motion carried unanimously (via rollcall vote.) Mr.
Bishop authorized Ms. Eskew to sign the tabling document.
2. 184 W. Clayton Street COA-2021-01-160
Petitioner: Koons Environmental Design for Graymad LLC
Request: New Pergola Structure
Information: 171A5 A007, W. Downtown, C-D
Ms. Eskew presented the staff report with a recommendation to approve the application with
one condition.

In Favor: none
Opposed: none
Motion: Ms. Walker moved to approve the application with the option to allow a steel door
with a painted finish and tempered glazing to allow compliance with fire code for a doorway
on a property line. Ms. Wilson seconded and the motion passed unanimously (via rollcall
vote.)
CONCEPTUAL PRELIMINARY DESIGN REVIEW: none
OTHER BUSINESS:
1. Designation Committee Report
The Designation Committee met via WebEx on February 17th with Bishop, Epting,
Eskew, Lonnee, White, and Wilson attending. Cari Goetcheus, Professor for UGA
Masters of Historic Preservation Program, discussed the potential of adding Whitehall
Mill Village, Beechhaven, and Fire Hall 2 to the National Register. They also discussed
research endeavors for designations as projects for her future classes.
2. Education Committee Report
The Committee met via WebEx on February 15th with Eskew, Fletcher, Lonnee,
VanLinden, and Walker attending. They discussed possible formatting changes to the
Design Guidelines, as well as provided input on changes to the Historic Preservation
portion of the Planning Department website.
3. Miscellaneous Announcements: none
With no other business, the meeting adjourned at 7:48 p.m.
