ATHENS-CLARKE COUNTY HISTORIC PRESERVATION COMMISSION MEETING MINUTES March 17, 2021 The Athens-Clarke County Historic Preservation Commission met and considered the following items at a public meeting on Wednesday, March 17th, at 5:30 p.m. The meeting, hosted via WebEx, was held at 120 W. Dougherty Street, Athens, Georgia. MEMBERS PRESENT: Jeff Bishop, Bobbie Epting, Heather Fletcher, Worth VanLinden, Ellen Walker, Thomas White, Missy Wilson MEMBERS ABSENT: STAFF PRESENT: Sandy Beasley, Amber Eskew, Bruce Lonnee (host), Michael Petty CALL TO ORDER: 1. Determination of Quorum: Quorum present 2. Introduction of staff reports and all other documents submitted to the Historic Preservation Commission at this meeting into the official record: Motion to receive all documents into the official record passed unanimously (rollcall vote.) 3. Adoption of the minutes: Motion to adopt the minutes of the February 17, 2021 meeting passed 6 - 0 (rollcall vote.) Ms. Epting abstained as she was not present at the February meeting. 4. Ex-Parte Communications: Mr. Bishop had a conversation with the petitioner of 1175 S. Milledge Avenue. There was no discussion of deliberation or this meeting. OLD BUSINESS: 1. 1175 S. Milledge Avenue COA-2021-02-487 Petitioner: Graham Joyner / Metal + Petal for Franki Askew Request: Window Replacement Information: 173A3 C004, Milledge Ave; C-O (MAC) Ms. Eskew presented the staff report with a recommendation to deny the application. Staff noted that there have been several COA’s and staff reviews issued in 2019 and 2020. Agent / Owner: Graham Joyner, Metal & Petal’s project manager; Cameron Treadway, co- owner In Favor: Doug Patterson Opposed: none Motion: Ms. Fletcher moved that the application be approved with the conditions that: 1  the windows labeled in the application as M1 & M15 on the façade of the property be retained;  the upper sashes labeled as U2 and U9 also be retained; and  the applicant may replace the lower sashes of the windows labeled as U2 and U9 per the last COA. Mr. VanLinden seconded. With a brief comment, the motion carried 6 – 1 (Wilson) via rollcall vote. 2. 210 Milledge Circle COA-2021-02-492 Petitioner: Eric NeSmith Request: New Accessory Structure Information: 124B4 C011, Milledge Circle, RS-15 Ms. Eskew presented the staff report with a recommendation to approve the application with conditions. A COA for a rear addition was approved in December, 2020. Agent / Owner: Eric Nesmith In Favor: none Opposed: none Motion: Ms. Fletcher moved to approve the application with conditions that:  The brackets be used for both supports for the side entry cover;  The garage door have a painted finish. Ms. Epting seconded. After clarification regarding the setback, the motion carried 6 – 1 (Wilson) via rollcall vote. 3. 299 Woodlawn Avenue COA-2021-02-493 Petitioner: Kjirsten Ogburn for James & Terry Sapp Request: Modify 3 Openings Information: 124B2 F012, Woodlawn, RS-15 Ms. Eskew presented the staff report with a recommendation to approve the application with conditions. A COA was approved in December 2020 for other modifications. Agent / Owner: Kjirsten Ogburn, James Sapp In Favor: none Opposed: none Motion: Mr. VanLinden moved to approve the application with the condition that allows staff the flexibility to work with the applicant on the size of the opening. Mr. White seconded. Ms. Epting requested a friendly amendment to add the second condition suggested by staff to include the option to retain existing main level opening with the use of a divided light upper 2 sash. Ms. Fletcher moved to include the second condition and Mr. VanLinden agreed to the friendly amendment. The revised motion carried unanimously via rollcall vote. NEW BUSINESS: None CONCEPTUAL PRELIMINARY DESIGN REVIEW: 1. 285 Milledge Circle COA-2021-03-692 Petitioner: Joseph Smith / Arcollab for Eric Gordon & Jill Wright Request: New Main and Accessory Structures Information: 173A3 E012A, Milledge Circle, RS-15 Ms. Eskew presented the staff report. As this is a concept review, an open forum format will be used to provide comments only. Agent / Owner: Joseph Smith – submitted a three dimensional digital model In Favor: none Opposed: none Comments: Comments were provided in regard to scale, massing, variety of building materials, and site features. OTHER BUSINESS: 1. Designation Committee Report The Designation Committee did not meet this month. The agenda for April includes discussing the demolition process and how it ties in with the historic designations. 2. Education Committee Report The Committee met via WebEx on March 15th with Eskew, Fletcher, VanLinden, and Walker attending. They discussed revamping the formatting of the Design Guidelines, starting with the Milledge Avenue Design Guidelines. 3. Miscellaneous Announcements: Staff will organize a work session to address concerns regarding the Potterytown destruction. With no other business, the meeting adjourned at 8:17 p.m. 3
