MEETING MINUTES
September 15, 2021
The Athens-Clarke County Historic Preservation Commission met and considered the following
items at a public meeting on Wednesday, August 18th, at 5:30 p.m. The meeting, hosted via
WebEx, was held at 120 W. Dougherty Street, Athens, Georgia.
MEMBERS PRESENT: Joanna Beckman, Jeff Bishop, Bobbie Epting, Heather Fletcher,
Worth VanLinden, Ellen Walker, Thomas White
MEMBERS ABSENT: none
STAFF PRESENT: Sandy Beasley, Amber Eskew, Bruce Lonnee (host), Austin Jackson
(ACC Attorney’s Office)
CALL TO ORDER:
1. Determination of Quorum: Quorum present
2. Introduction of staff reports and all other documents submitted to the Historic Preservation
Commission at this meeting into the official record: Motion to receive all documents into the
official record passed unanimously (rollcall vote.)
3. Adoption of the minutes: Motion to adopt the minutes of the August 18th, 2021 meeting
passed unanimously (rollcall vote.)
4. Ex-Parte Communications: Mr. VanLinden had several people try to discuss COA-2021-
07-2142, 268 N. Jackson. He noted that he did not engage in those conversations.
OLD BUSINESS:
1. 465 Nantahala Avenue COA-2021-08-2292
Petitioner: Hall Roberts
Request: Front Yard Fencing
Information: 114D2 A008, Boulevard, RS-8
Ms. Eskew presented the staff report with a recommendation to deny the application. This
application was tabled at the January, 2019 meeting to allow for evidence of previous front
fencing.

In Favor: none
Opposed: none
Motion: Mr. White moved to deny the application. Ms. Walker seconded and the motion
passed 5 – 2 (Fletcher, VanLinden) with a rollcall vote. Mr. Bishop authorized Ms. Eskew to
sign the denial notice.

Petitioner: Brett Nave / Studio BNA for Tom Annexstad
Request: Modify New Construction Project to 6 Stories
Information: 171B5 B001, Downtown, C-D
Ms. Eskew presented the staff report with a recommendation to approve the application.
The initial submittal was approved in 2019; a new owner/applicant requested a modification
of approved plans in 2020.

Opposed: none
Motion: Ms. Epting moved to approve the application as submitted. Ms. Fletcher seconded
and the motion passed unanimously with a rollcall vote.

Request: Modify Storefront
Information: 171B6 C020, Downtown, C-D
Ms. Eskew presented the staff report with a recommendation to deny the application. This
was tabled at the August, 2021 meeting.

Opposed: none
Motion: Ms. Epting moved to approve the application as submitted. Ms. Walker seconded
and the motion passed unanimously with a rollcall vote.
NEW BUSINESS:
1. 350 N. Harris Street COA-2021-08-2374
Petitioner: David Matheny / AMT for Christopher Bartenfeld
Request: Modify Front Porch & Add Rear Deck
Information: 171A1 L007, Cobbham, RM-1
Ms. Eskew presented the staff report with a recommendation to approve the application with
conditions.

In Favor: none

Motion: Ms. Walker moved to approve the application with the condition that the applicant
work with staff on the shifting of the brick herringbone front walkway to align with the new
step placement and on determining the front step railings to be appropriate. Mr. VanLinden
seconded and the motion passed unanimously with a rollcall vote.
2. 362 W. Cloverhurst Avenue COA-2021-08-2376
Petitioner: Drew Dekle for Carol & Paul Kurtz
Request: New Accessory Structure
Information: 122D4 D020, W. Cloverhurst/Springdale, RS-15
Ms. Eskew presented the staff report with a recommendation to approve the application as
submitted.

Opposed: none
Motion: Ms. Fletcher moved to approve the application as submitted. Mr. VanLinden
seconded. The motion passed unanimously with a rollcall vote.
CONCEPTUAL PRELIMINARY DESIGN REVIEW: none
OTHER BUSINESS:
1. Designation Committee Report
The Designation Committee did not meet this month.
2. Education Committee Report
The Education Committee met on Monday, August 16th. Attending were Ms. Beckman,
Ms. Eskew, Ms. Fletcher, and Mr. VanLinden.
The Committee looked over the reformatted Milledge Avenue Design Guidelines.
This document was provided to the HPC for review prior to the meeting.
Mr. VanLinden moved to adopt the reformatting of the Milledge Avenue Guidelines,
Mr. White seconded and the motion carried unanimously. With no change in the
substance of the Guidelines, this reformatted version does not need to go before the
Mayor and Commission.
The Committee discussed proposed articles for the 2021 Annual Report.
3. Miscellaneous Announcements:
Mr. Bishop reminded the Commission of the September 30th Strategic Planning training
session for all HPC members.
With no other business, the meeting adjourned at 6:58 p.m.
