ATHENS-CLARKE COUNTY HISTORIC PRESERVATION COMMISSION MEETING MINUTES October 20, 2021 The Athens-Clarke County Historic Preservation Commission met and considered the following items at a public meeting on Wednesday, October 20th, at 5:30 p.m. The meeting, hosted via WebEx, was held at 120 W. Dougherty Street, Athens, Georgia. MEMBERS PRESENT: Joanna Beckman, Jeff Bishop, Bobbie Epting, Heather Fletcher, Worth Van Linden, Ellen Walker, Thomas White MEMBERS ABSENT: none STAFF PRESENT: Sandy Beasley, Amber Eskew, Austin Jackson (ACC Attorney’s Office), Bruce Lonnee (host) CALL TO ORDER: 1. Determination of Quorum: Quorum present 2. Introduction of staff reports and all other documents submitted to the Historic Preservation Commission at this meeting into the official record: Motion to receive all documents into the official record passed unanimously (rollcall vote.) 3. Adoption of the minutes: Motion to adopt the minutes of the September 15th, 2021 meeting passed unanimously (rollcall vote.) 4. Ex-Parte Communications: none OLD BUSINESS: none NEW BUSINESS: 1. 847 Hill Street COA-2021-09-2741 Petitioner: Jana Starkweather Request: Replace Rear Addition Information: 122B1 C005, Cobbham, RS-8 Ms. Eskew presented the staff report with a recommendation to approve the application with conditions. Agent / Owner: Jana Starkweather, Ben Dooley In Favor: none Opposed: none Motion: Ms. Fletcher moved to approve the application with the conditions that: 1 1) The use of cementitious lap siding and composite trim be approved for the rear addition and approved for the retained structure only in areas where no wood siding is uncovered; 2) Wood siding and trim to be retained in all areas where uncovered beneath the vinyl; and 3) All areas receiving new siding to match any uncovered in exposure. Mr. White seconded and the motion passed unanimously with a rollcall vote. 2. 383 Milledge Circle COA-2021-09-2747 Petitioner: David Matheny / AMT for Jake Grant Request: Enclose Basement Carport Information: 124D2 A012, Milledge Circle, RS-15 Ms. Eskew presented the staff report with a recommendation to approve the application as submitted. Agent / Owner: David Matheny In Favor: none Opposed: none Motion: Mr. Van Linden moved to approve the application with the condition that the applicant work with staff on selecting an appropriate garage door in terms of style and material. Ms. Walker seconded and the motion passed unanimously with a rollcall vote. 3. 858 Hill Street COA-2021-09-2749 Petitioner: Kjirsten Ogburn for Spencer Frye Request: Replace Front Porch Information: 122B1 B017, Cobbham, RS-8 Ms. Eskew presented the staff report with a recommendation to approve the application with conditions. Agent / Owner: Spencer Frye In Favor: David Hyde Opposed: none Motion: Ms. Walker moved to approve the application with the condition that the porch roof extend from beneath the existing eaves and utilize metal roofing if necessary or desired to function with the lower roofline. Ms. Epting seconded and the motion passed unanimously with a rollcall vote. CONCEPTUAL PRELIMINARY DESIGN REVIEW: none 2 OTHER BUSINESS: 1. Designation Committee Report The Designation Committee did not meet this month. There are no pending designations for consideration. 2. Education Committee Report The Education Committee met on Monday, October 18th. Attending were Ms. Eskew, Ms. Fletcher, Mr. Van Linden, Mr. Lonnee, and Ms. Walker. They discussed content for the 2021 Annual Report. There was also conversation regarding front yard fencing. 3. Miscellaneous Announcements: Ms. Walker requested that everyone attend the Strategic Planning session on Tuesday, October 26th. She has placed the Mission and Vision discussion documents on Google Drive, along with the minutes of the first and second meetings. She would like to finalize the Mission and Vision Statements at the Oct. 26th meeting. Mr. Bishop offered his appreciation to Historic Athens for their effort in hosting PorchFest. This event was a great exposure for historic neighborhoods. The Commission discussed resuming in person meetings mixed with virtual attendance. Ms. Eskew noted that there are technology issues at play that would make this forum difficult. With no other business, the meeting adjourned at 6:42 p.m. 3
