MEETING MINUTES
November 17, 2021
The Athens-Clarke County Historic Preservation Commission met and considered the following
items at a public meeting on Wednesday, November 17th, at 5:30 p.m. The meeting, via
WebEx, was held at 120 W. Dougherty Street, Athens, Georgia.
MEMBERS PRESENT: Joanna Beckman, Jeff Bishop, Bobbie Epting, Heather Fletcher,
Worth Van Linden, Ellen Walker, Thomas White
MEMBERS ABSENT: none
STAFF PRESENT: Sandy Beasley, Amber Eskew, Austin Jackson (ACC Attorney’s
Office), Bruce Lonnee (host)
CALL TO ORDER:
1. Determination of Quorum: Quorum present
2. Introduction of staff reports and all other documents submitted to the Historic Preservation
Commission at this meeting into the official record: Motion to receive all documents into the
official record passed unanimously (rollcall vote.)
3. Adoption of the minutes: Motion to adopt the minutes of the October 20th, 2021 meeting
passed unanimously (rollcall vote.)
4. Ex-Parte Communications: Ms. Fletcher knows the applicants of 360 W. Cloverhurst
Avenue. She has briefly discussed their intent to bring forth an application for HPC review.

NEW BUSINESS:
1. 580 Castalia Avenue COA-2021-10-3070
Petitioner: Jeff Squier / JOMA for Andrew Park
Request: Replace windows
Information: 124B4 C012, Castalia, RS-15
Ms. Eskew presented the staff report with a recommendation to deny the application.
Agent / Owner: Jeff Squier, Andrew Park
In Favor: None
Opposed: Scott Reid
Motion: Mr. Van Linden moved to deny the application due to lack of information regarding
deterioration. Mr. White seconded. Mr. Van Linden restated his motion be denied due to lack

of proof of deterioration. Mr. White maintained his second on the restated motion. Ms.
Fletcher amended the motion to include “due to failure to meet the guideline standards for
replacement of windows.” Mr. Van Linden approved the friendly amendment. The motion
passed unanimously with a rollcall vote. Mr. Bishop authorized Ms. Eskew to sign the denial
notice.
2. 693 Boulevard COA-2021-10-3071
Petitioner: Jeff Squier / JOMA for Emily Dingus
Request: Replace windows
Information: 114D4 B007, Boulevard, RS-15
Ms. Eskew presented the staff report with a recommendation to deny the application.
Agent / Owner: Emily Dingus, Melissa Holt
In Favor: none
Opposed: Scott Reid
Motion: Ms. Walker moved to deny the application based on staff recommendation and
design guideline 3-B-7 where removal of historic windows is not indicated as appropriate
given the circumstances. Mr. White seconded and the motion passed unanimously with a
rollcall vote. Mr. Bishop authorized Ms. Eskew to sign the denial notice.
3. 360 W. Cloverhurst Avenue COA-2021-10-3081
Petitioner: Katrina Evans / E+E Architecture for Will & Lauren Douglas / SVNV Capital, LLC
Request: Replace garage, modify rear porch and chimneys
Information: 122D4 D021, W. Cloverhurst/Springdale, RS-15
Ms. Eskew presented the staff report with a recommendation to approve the application with
conditions.
Agent / Owner: Katrina Evans – requested to remove the garage from consideration. She
also provided supplemental information regarding the chimneys.
In Favor: none
Opposed: Scott Reid
Motion: Ms. Fletcher moved to approve the application with the conditions that the
approval not include the demolition of the existing garage or construction of a new
accessory structure and that the chimney finish remain stucco unless sufficient evidence of
the previous use of an exposed brick finish is submitted to staff. Ms. Epting seconded and
the motion passed unanimously with a rollcall vote.
4. 240 W. Clayton Street COA-2021-10-3082

Request: Modify openings on secondary elevations

Ms. Eskew presented the staff report with a recommendation to approve the application with
conditions.

Motion: Mr. Van Linden moved to approve the application as submitted. Ms. Fletcher
seconded and the motion passed unanimously with a rollcall vote.
CONCEPTUAL PRELIMINARY DESIGN REVIEW:
1. 493 Satula Avenue COA-2021-11-3235
Petitioner: Dorian Zevos
Request: Concept of New Construction
Information: 114C2 G003A, Buena Vista, RS-8
Ms. Eskew presented the staff report. As this is a concept review, an open forum format will
be used to provide comments only.
Agent / Owner: Dorian Zevos
In Favor: none
Opposed: none
Comments:
Ms. Fletcher is a partner in this project; therefore, she will not provide comments.
Show how it relates to the neighbors because it is non-contributing. It is geometric
and wants to see the rectangular space below the house.
Faux piers are acceptable unless the elevation needs larger ones to break it up.
Provide a rendering showing the elevations with types (slab or piers,) materials and
heights of foundations, façade of front foundation, and height drop from front to back
Garage dormer appears to be unbalanced from the garage front elevation. Could be
a bit more subordinate to the main peak of the roof. It would not be seen from the
street frontage so it is acceptable.
For symmetry, would like see a door in the center with two side windows rather than
a door with one window to the side.
Structure is appropriate for the neighborhood in style and design. Appreciates the
overall feel.
Solid to void ratio on the garage is acceptable.
Overall height of structure is acceptable.

OTHER BUSINESS:
1. Designation Committee Report
The Designation Committee met November 17th with Ms. Eskew, Ms. Epting and Mr.
White attending. They discussed the potential for a landmark designation of the St.
James Cemetery on Roberts Road.
2. Education Committee Report
The Education Committee met on Monday, November 15th. Attending were Ms.
Beckman, Ms. Eskew, Ms. Fletcher, Mr. Lonnee, Mr. Van Linden, Ms. Walker and Mr.
White. Staff presented their research on the consideration of fencing, particularly front
yard fencing, and continued discussion on potentially modifying the design guidelines.
3. Miscellaneous Announcements: Ms. Walker requested that HPC members and staff
send suggestions for a mission statement and a vision statement to her by November
19th ahead of the November 30th meeting regarding the ongoing Strategic Plan drafting
process.
With no other business, the meeting adjourned at 8:13 p.m.
