ATHENS-CLARKE COUNTY HISTORIC PRESERVATION COMMISSION MEETING MINUTES December 15, 2021 The Athens-Clarke County Historic Preservation Commission met and considered the following items at a public meeting on Wednesday, December 15th, at 5:30 p.m. The meeting, hosted via WebEx, was held at 120 W. Dougherty Street, Athens, Georgia. MEMBERS PRESENT: Joanna Beckman, Bobbie Epting, Heather Fletcher (acting chair,) Worth Van Linden, Ellen Walker MEMBERS ABSENT: Jeff Bishop, Thomas White STAFF PRESENT: Sandy Beasley, Amber Eskew, Austin Jackson (ACC Attorney’s Office), Bruce Lonnee (host) CALL TO ORDER: 1. Determination of Quorum: Quorum present 2. Introduction of staff reports and all other documents submitted to the Historic Preservation Commission at this meeting into the official record: Motion to receive all documents into the official record passed unanimously (rollcall vote.) 3. Adoption of the minutes: Motion to adopt the minutes of the November 17, 2021 meeting passed unanimously (rollcall vote.) 4. Ex-Parte Communications: none OLD BUSINESS: 1. 285 Milledge Circle COA-2021-11-3350 Petitioner: Joseph Smith / Arcollab for Jill Wright and Eric Gordon Request: Modify New Construction Design Information: 173A3 E012A, Milledge Circle, RS-15 Ms. Eskew presented the staff report with a recommendation to approve the application as submitted. Agent / Owner: Joe Smith w/ Arcollab In Favor: none Opposed: none Motion: Mr. VanLinden moved to approve the application as submitted. Ms. Epting seconded and the motion passed unanimously with a rollcall vote. 1 2. 398 S. Milledge Avenue COA-2021-11-3359 Petitioner: Joseph Smith / Arcollab for National Development Corporation of Delta Phi Epsilon, Inc. Request: Modify Addition Design Information: 122D2 A005, Milledge Avenue, C-O [MAC] Ms. Eskew presented the staff report with a recommendation to approve the application as submitted. Agent / Owner: Joe Smith w/ Arcollab In Favor: none Opposed: Scott Reid Motion: Mr. Van Linden moved to approve the application with the condition that satisfactory evidence is presented to staff regarding the removal of the southern ell due to structural insufficiencies. Ms. Beckman seconded. Ms. Epting inquired if the evidence is to be provided to staff or to the HPC. Ms. Fletcher suggested that staff level be included in the motion. Mr. VanLinden modified his motion to include the condition that staff reviews and approves the satisfactory evidence presented to staff regarding the removal of the southern ell due to structural insufficiencies. Ms.Beckman seconded and the motion passed 4 – 1 (Walker opposed) with a rollcall vote. NEW BUSINESS: 1. 150 Nacoochee Avenue COA-2021-11-3366 Petitioner: Charles Porter for Bryon K. Norris Request: Enclose Street-Facing Entry Information: 114D3 A017A, Landmark, C-O Ms. Eskew presented the staff report with a recommendation to approve the application as submitted. Agent / Owner: Byron Norris, Charles Porter In Favor: none Opposed: none Motion: Ms. Walker moved to approve the application as submitted. Mr. VanLinden seconded and the motion passed unanimously with a rollcall vote. CONCEPTUAL PRELIMINARY DESIGN REVIEW: none OTHER BUSINESS: 2 1. Designation Committee Report The Designation Committee did not meet this month. The Committee does anticipate meeting in January to discuss the draft report for the St. James Cemetery property designation. 2. Education Committee Report The Education Committee met on Monday, December 13th. Attending were Ms. Beckman, Ms. Eskew, Ms. Fletcher, Mr. Van Linden, Mr. Lonnee, and Ms. Walker. They discussed the status of the 2021 Annual Report. 3. Miscellaneous Announcements: Ms. Walker noted that the next Strategic Planning session will be held on January 20, 2022. With no other business, the meeting adjourned at 6:19 p.m. 3
