ATHENS-CLARKE COUNTY HISTORIC PRESERVATION COMMISSION MEETING MINUTES January 19, 2022 The Athens-Clarke County Historic Preservation Commission met and considered the following items at a public meeting on Wednesday, January 19th, at 5:30 p.m. The meeting, hosted via WebEx, was held at 120 W. Dougherty Street, Athens, Georgia. This meeting began at 5:32 p.m. due to connection issues. MEMBERS PRESENT: Joanna Beckman, Jeff Bishop, Bobbie Epting, Heather Fletcher, Worth Van Linden, Ellen Walker, Thomas White MEMBERS ABSENT: STAFF PRESENT: Amber Eskew, Austin Jackson (ACC Attorney’s Office), Robert Walker as substitute for Bruce Lonnee (host) CALL TO ORDER: 1. Determination of Quorum: Quorum present 2. Introduction of staff reports and all other documents submitted to the Historic Preservation Commission at this meeting into the official record: Motion to receive all documents into the official record passed unanimously (rollcall vote.) 3. Adoption of the minutes: Motion to adopt the minutes of the December 15th, 2021 meeting passed unanimously (rollcall vote.) 4. Ex-Parte Communications: none OLD BUSINESS: 1. 493 Satula Avenue COA-2021-11-3442 Petitioner: Dorian Zevos Request: New Construction Information: 114C2 G003A, Buena Vista, RS-8 Ms. Eskew presented the staff report with a recommendation to approve the application with a condition. This project came before the Commission as a Concept Review in November, 2021. Ms. Fletcher is co-owner of this property; therefore, she recused herself from this item. Agent / Owner: Dorian Zevos In Favor: none Opposed: none 1 Motion: Ms. Epting moved to approve the application with the proposed verbal change to the north side elevation kitchen window (per Mr. Zevos, change the northwest window on the north elevation to a 4/6 window rather than a 5/6 window keeping the same width.) Mr. VanLinden seconded and the motion passed unanimously with a rollcall vote. 2. 465 Nantahala Avenue COA-2021-12-3634 Petitioner: Hall Roberts and Jackie Baxter Roberts Request: Front Yard Fencing Information: 114D2 A008, Boulevard, RS-8 Ms. Eskew presented the staff report with a recommendation to approve the application with a condition. Agent / Owner: Jackie Roberts In Favor: Beth Wurzburg Opposed: none Motion: Mr. VanLinden moved to approve the application as submitted and Ms. Walker seconded. Ms. Epting questioned the height of the fence. Mr. VanLinden offered a friendly amendment to approve the application with the condition staff recommended that the replacement of the block retaining wall with a granite wall provided the wall does not extend above the current retained grade or taller than the previous wall. Ms. Walker seconded and the amended motion passed 6 – 1 (White.) NEW BUSINESS: 1. 175 Wynburn Avenue COA-2021-12-3584 Petitioner: Beth Wurzburg Request: Front Addition Information: 114D2 A006, Boulevard, RS-8 Ms. Eskew presented the staff report with a recommendation to approve the application with conditions. Agent / Owner: Beth Wurzburg – shared photographs of examples of materials and details, along with a drawing showing square windows. In Favor: Jackie Roberts, Hall Roberts Opposed: none Motion: Ms. Walker moved to approve the application with the conditions that the addition utilize either matching stucco or lap siding which are already found on the dwelling; and that windows on the front elevation of the addition be revised to reflect the drawing that the applicant provided during this meeting regarding the window shapes already existing on the 2 home but the sill height can be as shown. Mr. White seconded. Ms. Fletcher made an amendment to the motion that the first condition also includes the porch enclosure. Ms. Walker agreed to the amendment. The motion passed unanimously with a rollcall vote. 2. 199 N. Lumpkin Street COA-2021-12-3631 Petitioner: Zack Brendel for Ed Wilde Request: Storefront Renovation Information: 171A5 D013, Downtown, C-D Ms. Eskew presented the staff report with a recommendation to deny the application as submitted. Agent / Owner: Zach Brendel, Hardy Morris In Favor: Joe Smith Opposed: none Motion: Ms. Fletcher moved to table the request for up to six months. Ms. Walker seconded. Mr. Brendel agreed to table the application. The motion passed unanimously with a rollcall vote. Mr. Morris signed the table agreement for Mr. Brendel. Ms. Eskew signed the table agreement with Mr. Bishop’s authorization. 3. 568 Castalia Avenue COA-2021-12-3632 Petitioner: Clayton Foggin for Christopher Brearton Request: Accessory Building and Other Changes Information: 124B4 C013, Castalia, RS-15 Ms. Eskew presented the staff report with a recommendation to approve the application with conditions. Ms. Ellis provided a revised design (defined as Exhibit A) to Ms. Eskew. Exhibit A was shared with the Commission. Agent / Owner: Clayton Foggin, Lisa Ellis In Favor: none Opposed: Rebecca McCarthy, Peter Rice, William Benner, Scott Reed, Missy Brandt Wilson Mr. Jackson, ACC Attorney, reminded the Commission that they are to only consider design guidelines when making a determination. Any consideration on how the property will be used would be inappropriate, as well as any consideration of any encroachment or easement issue. Motion: Mr. VanLinden moved to table the request for up to six months. Ms. Fletcher seconded. Ms. Foggin agreed to table the application. The motion passed unanimously with a rollcall vote. Ms. Foggin authorized Ms. Eskew to sign the table agreement in her absence. Ms. Eskew signed the table agreement with Mr. Bishop’s authorization. 3 4. 195 Henderson Avenue COA-2021-12-3635 Petitioner: David Matheny / AMT for Ken Jarrett & Joan Jackson Request: Rear Addition Information: 171C1 E004, Henderson, RS-8 Ms. Eskew presented the staff report with a recommendation to approve the application with a condition. Mr. Matheny provided a sketch showing a revision (defined as Exhibit A) via email. The HPC agreed to accept this revision and Ms. Eskew shared Exhibit A with the Commission. Agent / Owner: David Matheny In Favor: none Opposed: none Motion: Ms. Fletcher moved that the application be approved as submitted with the conditions that the addition massing be broken up with a change in roof and/or wall plane for approximately the rear third of the addition. Ms. Walker seconded. Ms. Eskew clarified that Exhibit A was not included in the approval. Ms. Walker asked that the applicant work with staff for approved wall plane or roof change. The motion passed 6 -1 (Walker) with a rollcall vote. CONCEPTUAL PRELIMINARY DESIGN REVIEW: none OTHER BUSINESS: 1. Designation Committee Report The Designation Committee met January 19th. Ms. Epting, Mr. White, two representatives from Historic Athens, and a St. James Cemetery representative attended. They reviewed the designation report draft. The Committee found that the report is complete; however, the neighborhood representative has some concerns about the designation. Historic Athens has requested that the designation be held until more feedback is provided from St. James Cemetery representatives. 2. Education Committee Report The Education Committee did not meet this month. There have been some emailed reviews of the 2021 Annual Report. The report has been finalized and is ready to distribute to the Mayor and Commission and post it on ACC’s website. 3. Miscellaneous Announcements: The February HPC meeting has been cancelled. No applications have been submitted. Ms. Walker asked for input for the Strategic Planning session to finalize the proposal. A Webex meeting has been scheduled for input and review on Feb 24th at noon. With no other business, the meeting adjourned at 8:51 p.m. 4
