MEETING MINUTES
March 16, 2022
The Athens-Clarke County Historic Preservation Commission met and considered the following
items at a public meeting on Wednesday, March 16th, at 5:30 p.m. The meeting, hosted via
WebEx, was held at 120 W. Dougherty Street, Athens, Georgia.
MEMBERS PRESENT: Joanna Beckman, Jeff Bishop, Bobbie Epting, Heather Fletcher,
Worth VanLinden, Ellen Walker, Thomas White
MEMBERS ABSENT:
STAFF PRESENT: Sandy Beasley, Amber Eskew, Austin Jackson (ACC Attorney’s
Office), Bruce Lonnee (host)
CALL TO ORDER:
1. Determination of Quorum: Quorum present
2. Introduction of staff reports and all other documents submitted to the Historic Preservation
Commission at this meeting into the official record: Motion to receive all documents into the
official record passed unanimously (rollcall vote.)
3. Adoption of the minutes: Motion to adopt the minutes of the January 19th, 2022 meeting
passed unanimously (rollcall vote.)
4. Ex-Parte Communications: Regarding 480 Meigs Street, Mr. Bishop had a conversation
with a neighbor to obtain additional information.
OLD BUSINESS:
1. 199 N. Lumpkin Street COA-2021-12-3631
Petitioner: Zack Brendel for Ed Wilde
Request: Storefront renovation
Information: 171A5 D013, Downtown, C-D
Ms. Eskew presented the staff report with a recommendation to approve the application with
conditions. This item was tabled at the January, 2022 meeting.

In Favor: none
Opposed: none
Motion: Mr. VanLinden moved to approve the application as recommended by staff. The
conditions being: 1) an appropriate window material be used and include a painted finish;
and 2) flag holders and the specific placement and attachment methods be provided for staff
approval. Ms. Walker seconded and the motion carried unanimously (rollcall vote.)

2. 568 Castalia Avenue COA-2021-12-3632
Petitioner: Clayton Foggin for Christopher Brearton
Request: Accessory Building and Other Changes
Information: 124B4 C013, Castalia, RS-15
Ms. Eskew presented the staff report with a recommendation to approve the application with
a condition. This item was tabled at the January, 2022 meeting. Mr. Brearton’s drawing was
accepted as Exhibit 1.

Opposed: Rebecca McCarthy, Scott Reed, James Kissane, Missy Brandt Wilson, Peggy
Galis (voice mail.) Scott Nesbitt, on behalf of Historic Athens, did not take a position.
Motion: Mr. VanLinden moved to approve the application with the three conditions staff
recommended, as well as two additional conditions: 1) no shutters on the accessory
structure and 2) the mullion size on the accessory structure is consistent of that found on the
primary dwelling. Ms. Walker seconded and the motion carried 6 - 1 (Beckman) with a
rollcall vote.
NEW BUSINESS:
1. 250 Springdale Street COA-2022-02-400
Petitioner: David Matheny/AMT for Chris Cornwell
Request: Modify Select Openings
Information: 122D4 F023, W. Cloverhurst-Springdale, RS-15
Ms. Eskew presented the staff report with a recommendation to approve the application with
an option to utilize a new storm door with a high level of glazing and painted finish.

Opposed: none
Motion: Mr. White moved to approve the application with the staff recommended option.
Mr. VanLinden seconded and the motion passed unanimously with a rollcall vote.

Request: Storefront Renovation

Ms. Eskew presented the staff report with a recommendation to table the application to allow
for the submittal of a revised design that utilizes a more traditional central entry reminiscent
of what we know to have been in place in the 1930s that is not introducing a prominent
feature like the brick arch that we have no knowledge of previously existing.

Motion: Ms. Epting moved to table the application up to six months. Ms. Fletcher
seconded. Mr. Matheny agreed to table the motion. The motion carried unanimously with a
rollcall vote. Mr. Bishop authorized Ms. Eskew to sign the tabling form.
3. 340 Milledge Circle COA-2022-02-404

Request: Rear Addition and Modifications

Ms. Eskew presented the staff report with a recommendation to approve the application with
conditions.

Motion: Ms. Fletcher moved to approve the application with the conditions recommended
by staff. Ms. Epting seconded and the motion carried unanimously with a rollcall vote.

Ms. Eskew presented the staff report with a recommendation to approve the application with
conditions.

Motion: Mr. VanLinden moved to table the application for up to six months. Ms. Walker
seconded. Ms. Evans agreed to the table. The motion passed unanimously with a rollcall
vote. Mr. Bishop authorized Ms. Eskew to sign the tabling form.

CONCEPTUAL PRELIMINARY DESIGN REVIEW:

Request: Rooftop and Fire Escape Renovations
Information: 171A5 D006, W. Downtown, C-D
Ms. Eskew presented the staff report. With this item being a conceptual review, the
applicant seeks comments only. The comments are not binding and no decision will be
made at this meeting.

The Commission offered the following comments:
As for the fire escape, changing the access makes sense. Fire escapes are not so much a
defining feature for downtown Athens. However, most do not have as much character as
this one. What is inevitable in the adjacent lot will deemphasize the important features of the
building.
Retain the form of the fire escape. Start the first terrace at the landing and remove the lower
set of stairs. The fire escape does not have to be functional. Consider including a rooftop
garden/terrace.
The location will not be detrimental since it’s tucked away in the back corner by a parking
lot. The visibility of this project would not have a detrimental impact on the district as a
whole.
OTHER BUSINESS:
1. Designation Committee Report
The Designation Committee did not meet this month. There are no new proposals.
2. Education Committee Report
The Education Committee did not meet this month. Reformatting the Design Guidelines
is progressing.
3. Miscellaneous Announcements:
Based on Mayor and Commission’s March 15th meeting, public meetings are returning
to in-person meetings beginning in April.
The Strategic Planning meeting will be held in-person on March 30th.
With no other business, the meeting adjourned at 9:01 p.m.
