ATHENS-CLARKE COUNTY HISTORIC PRESERVATION COMMISSION MEETING MINUTES February 21, 2024 The Athens-Clarke County Historic Preservation Commission met and considered the following items at a public meeting on Wednesday, February 21, 2024, at 5:30 p.m. The meeting was held in the Auditorium at 120 W. Dougherty Street, Athens, Georgia. MEMBERS PRESENT: Thomas White, Lindsey Roper, Joanna Beckman, Bobbie Epting, Ellen Walker, Worth VanLinden, Heather Fletcher (Chair) MEMBERS ABSENT: None STAFF PRESENT: Amber Eskew, Misty Carlisle, Bruce Lonnee, Austin Jackson (ACC Attorney’s Office) CALL TO ORDER: 1. Determination of Quorum: Quorum present 2. Introduction of staff reports and all other documents submitted to the Historic Preservation Commission at this meeting into the official record: Motion to receive all documents into the official record passed unanimously 6-0. Mr. White – motion; Ms. Beckman – 2nd 3. Adoption of the minutes of the January 17, 2024 agenda review: Motion to adopt the minutes of the January 17, 2024 agenda review passed unanimously 6:0. Ms. Beckman – motion; Ms. Walker – 2nd 4. Adoption of the minutes of the January 17, 2024 hearing: Motion to adopt the minutes of the January 17, 2024 hearing passed with correction unanimously 6:0. Ms. Epting – motion; Ms Roper – 2nd (Correction: COA-2023-12-2392; approve application with condition that fencing on west side not exceed the building line including the front porch.) 5. Ex-Parte communications: Ms. Roper stated that Chris Peterson is her landlord but they had not spoken about request. Ms. Fletcher spoke with Andrew Malec about something unrelated, but did ask when he would be bringing something to the meeting. OLD BUSINESS: 1. 815 N Chase Street COA-2023-12-2392 Petitioner: Gabe Comstock/Arcollab as agent for Bruno & Lourdes Rubio Request: Overhead Door & Accessory Structure Information: Tax Parcel 114D1 A024; Boulevard Historic District; C-N zoning Ms. Eskew presented the staff report with a recommendation to approve with the conditions. Public Comment Agent / Owner: Gabe Comstock - Agent 1 In Favor: Lori Bork Newcomer Opposed: None Motion: Ms. Walker moved to approve the application as submitted. Ms. Epting seconded. The motion passed 4:2 with Mr. White and Ms. Beckman opposing. 2. 420 Boulevard COA-2024-01-0121 Petitioner: Lori Bork Newcomer/Arcollab as agent for James Chin and Audrey Haynes Request: Courtyard Enclosure Information: Tax Parcel 114D B005; Boulevard Historic District; RS-15 zoning Ms. Eskew presented the staff report with a recommendation to approve. Public Comment Agent / Owner: Lori Bork Newcomer - Agent In Favor: Franklin Frost and Audrey Haynes Opposed: None Motion: Ms. Roper moved to approve the application as long as stucco is the only thing removed from the historic garage. Ms. Walker seconded. The motion passed unanimously; 6:0. 3. 247 Pulaski Street COA-2024-01-0122 Petitioner: Henry Anderson/TreanorHL as agent for Georgia Beta Chapter House Request: Replace Secondary Structure and Related Modifications Information: Tax Parcel 171A2 E007; Local Historic Landmark; C-D zoning Ms. Eskew presented the staff report with a recommendation to table the request. Public Comment Agent / Owner: Henry Anderson - Agent In Favor: Drew Dekle Opposed: None Motion: Ms. Walker moved to approve the application with conditions: 1) existing secondary structure can be demolished; 2) the new secondary structure to have a lowered gable roof. 3) the new structure be shifted east a minimum of 5 feet with a max of 10 feet. 4) use foundation material only to floor line. 5) the square columns to be made of wood or composite material with a painted finish, 6) outdoor kitchen storage shed shifted 1 foot to the west and must be painted brick to match the main house. 7) fencing be primarily the metal with no privacy fencing in front of building line, private fencing will be allowed around kitchen storage shed. 8) existing stone wall, existing front walk and stairs will not be touched. Mr. VanLinden seconded. The motion passed unanimously 6:0. 2 NEW BUSINESS: 1. 180 Milledge Cir COA-2024-01-0095 Petitioner: Drew Dekle as agent for Matt Crim Request: Rear Dormer Addition Information: Tax Parcel 173A3 D010; Milledge Circle Historic District, RS-15 zoning Ms. Eskew presented the staff report with a recommendation to approve the application. Public Comment Agent / Owner: Drew Dekle - Agent In Favor: None Opposed: None Motion: Ms. Epting moved to approve the application. Ms. Roper seconded. The motion passed unanimously 6-0. 2. 154 E. Clayton St COA-2023-11-2400 Petitioner: Chris Peterson / Peterson Properties Request: Roof Modification Information: Tax Parcel 171B5 B013; Downtown Historic District; C-D zoning Ms. Eskew presented the staff report with a recommendation to approve the application Public Comment Agent / Owner: Chris Peterson - Owner In Favor: Andrew Malec, Brett Thurmond Opposed: None Motion: Mr. VanLinden moved to approve the application. Ms. Epting seconded the motion passed unanimously 6-0. 3. 1130 Boulevard COA-2024-01-0119 Petitioner: Andrew Malic Request: Demolition Information: 114C2 G011, Buena Vista, RS-8 Ms. Eskew presented the staff report with a recommendation to approve the application. Ms. Fletcher recused herself due to a conflict of interest. Mr. VanLinden served as Chair for the remainder of this item. Public Comment Agent / Owner: Andrew Malec - Owner In Favor: Brett Thurmond 3 Opposed: None Motion: Ms. Epting moved to approve the application with a condition that the main structure be documented such as with measured drawings or scalable photographs prior to the demolition and submitted to staff for the file. Ms. Walker seconded. The motion passed unanimously 6-0. At this time Ms. Fletcher returned to the meeting. CONCEPTUAL PRELIMINARY DESIGN REVIEW: None OTHER BUSINESS: 1. Strategic Plan Update The Strategic Plan goals and timeline updates were discussed during the agenda review. 2. Designation Committee Report Met on 2/12/24. Reviewed first draft of the Mac Burney House Landmark Designation. The intern presented research on conservation districts. Regionally important resources were discussed and any recommendations to be turned in this week. 3. Education Committee Report Met on 2/19/24. Discussed the design guidelines and areas to bring to discussion for content revision as well as distribution of the annual report. 4. Miscellaneous Announcements: • Ms. Eskew noted there are at least 3 COA items for the March meeting. All members present except Ms. Walker anticipated attending the March 20th HPC meeting. • Ms. Beckman and Ms. Epting noted that they have looked into scheduling a tour and discussion with the Hargrett Special Collections Library staff to better understand the resources and research opportunities at this location. More details will follow for HPC members and staff to participate. With no other business, the meeting adjourned at 7:52 p.m. 4
