ATHENS-CLARKE COUNTY HISTORIC PRESERVATION COMMISSION MEETING MINUTES March 20, 2024 The Athens-Clarke County Historic Preservation Commission met and considered the following items at a public meeting on Wednesday, March 20, 2024, at 5:30 p.m. The meeting was held at 120 W. Dougherty Street, Athens, Georgia. MEMBERS PRESENT: Thomas White, Lindsey Roper, Joanna Beckman, Bobbie Epting Heather Fletcher (Chair) MEMBERS ABSENT: Ellen Walker, Worth VanLinden STAFF PRESENT: Amber Eskew, Misty Carlisle, Madi Markle, Austin Jackson (ACC Attorney’s Office) CALL TO ORDER: 1. Determination of Quorum: Quorum present 2. Introduction of staff reports and all other documents submitted to the Historic Preservation Commission at this meeting into the official record: Motion to receive all documents into the official record passed unanimously 4-0. Mr. White – motion; Ms. Beckman – 2nd 3. Adoption of the minutes of the February 21, 2024 agenda review: Motion to adopt the minutes of the February 21, 2024 agenda review passed unanimously 4:0. Ms. Epting – motion; Ms. Beckman – 2nd 4. Adoption of the minutes of the February 21, 2024 hearing: Motion to adopt the minutes of the February 21, 2024 hearing passed with correction unanimously 4:0. Ms. Epting – motion; Ms Beckman – 2nd 5. Ex-Parte communications: None OLD BUSINESS: 1. 247 Lyndon Ave COA-2023-12-2358 Petitioner: Franklin Frost as agent for Joshua Dieffenbacher Request: Replace Rear Extension & Expose Wood Siding Information: 114D4 A022, Boulevard, RS-8 Ms. Eskew presented the staff report with a recommendation to approve with conditions. Agent / Owner: Franklin Frost - Agent In Favor: None 1 Opposed: None Motion: Ms. Beckman moved to approve the application with the following conditions: • The roofing for the structure shall be all one product- either asphalt shingles or 5v metal. If 5v metal is used with a factory finish, it shall have a silver or gray tone similar to aged unfinished metal. • The wood windows are to have an exterior profiled grid to simulate the light division unless a true divided light is used. • The new front door should be wood with a simplified design and the divisions of the screen door shall align with its details, subject to staff review. • A window is to be added to the rear elevation at the north half, subject to staff review. • No cementitious products to be used on the remaining historic structure or the reconstructed saltbox form. • The brick foundation piers of the existing structure are to be retained and the piers rebuilt for the returning saltbox form. Infill to remain block or be stucco provided the stucco is not proud of the face of the uncovered brick piers. Infill between piers at the front porch can be the same or can utilize brick with a simplified ventilation pattern, subject to staff review. • Wattle fencing is not to be used to enclose the rear yard. Traditional fencing may be used subject to staff review. Mr. White seconded. The motion passed unanimously 4:0. NEW BUSINESS: 2. 850 Boulevard COA-2024-02-0315 Petitioner: Karen Payne, owner Request: Fence Modification Information: 114D1G010, Boulevard, RS-15 Ms. Eskew presented the staff report with a recommendation to approve with conditions. Agent / Owner: Karen Payne - owner In Favor: None Opposed: None 2 Motion: Ms. Roper moved to approve the application with the following conditions: • The fencing in the front yard, including that area long the eastern side property line, be a wood picket fence of 36” height with matching gate at the walkway. • A 6’ tall wood privacy fence be allowed at the eastern side of the property behind the front building line and stopping before the vision hazard triangle. • Fencing in the rear yard within the vision hazard triangle to be either dark coated chain link at 4’ height and with landscaping or wood framed dark coated wire fencing at 4’ height. Ms. Beckman seconded. The motion passed unanimously 4-0. 3. 262 College Ave. COA-2024-02-0338 Petitioner: Chris Evans agent / Southall Investments LLC Request: Modify Opening Information: 171B, C003 Downtown, C-D Ms. Markle presented the staff report with a recommendation to approve with condition. Agent / Owner: Chris Evans - agent In Favor: None Opposed: None Motion: Mr. White moved to approve the application with the recommended condition that the modified opening utilize a glazed window with a sliding or folding function rather than the aluminum roll-up door system proposed. Ms. Roper seconded. The motion passed unanimously 4-0. CONCEPTUAL PRELIMINARY DESIGN REVIEW: None OTHER BUSINESS: 1. Strategic Plan Update Ms. Eskew is working on visual prompts for the identified priority items for Design Guideline revisions. Ms. Epting has not yet attended a tree council meeting. Ms. Roper met with Tommy Valentine to establish more coordination with Historic Athens and the two new staff there. 2. Designation Committee Report 3 Did not meet. 3. Education Committee Report Did not meet. 4. Miscellaneous Announcements: Ms. Eskew noted there are 3 COA items for the April meeting. Everyone present, except Ms. Fletcher, anticipated attending the April 17th meeting. With no other business, the meeting adjourned at 7:04 p.m. 4
