MEETING MINUTES
April 17, 2024
The Athens-Clarke County Historic Preservation Commission met and considered the following
items at a public meeting on Wednesday, April 17, 2024, at 5:30 p.m. The meeting was held at
120 W. Dougherty Street, Athens, Georgia.
MEMBERS PRESENT: Thomas White, Lindsey Roper, Joanna Beckman, Bobbie Epting, Ellen
Walker
MEMBERS ABSENT: Worth VanLinden, Heather Fletcher (Chair)
STAFF PRESENT: Amber Eskew, Misty Carlisle, Maddy Markle, Bruce Lonnee, Austin
Jackson (ACC Attorney’s Office)
CALL TO ORDER:
1. Determination of Quorum: Quorum present
2. Chair and Vice Chair were absent so Ms. Epting made a motion to nominate Mr. White as
acting Chair. Ms. Beckman – 2nd. Mr. White accepted. Motion passed unanimously 5:0.
3. Introduction of staff reports and all other documents submitted to the Historic Preservation
Commission at this meeting into the official record: Motion to receive all documents into the
official record passed unanimously 4-0. Ms. Walker – motion; Ms. Beckman – 2nd
4. Adoption of the minutes of the March 20, 2024 agenda review: Ms. Roper made motion and
Ms. Epting – 2nd
5. Adoption of the minutes of the March 20, 2024 hearing: Motion to not adopt the minutes of
the March 20, 2024 hearing until conditions can be listed. Ms. Epting – motion; Ms Beckman
– 2nd. Motion passed unanimously 4-0
6. Ex-Parte communications: Ms. Roper stated she spoke with the agent for 683 Boulevard and
he stated there would be a COA at the meeting but nothing was discussed.

Request: Modify rear opening and rear addition

Ms. Markle presented the staff report with a recommendation to approve with conditions.

In Favor: None
Opposed: None
Motion: Ms. Epting moved to approve the application with the conditions
recommended by staff. Ms. Roper seconded.
Motion passed unanimously 4-0 with the following conditions: the
windows labeled A and E on the east and west sides match the light
divisions windows already on the property with a more consistent pane
size. Additionally, the option to utilize an awning over window D to match
that approved for window C.
2. 475 N Church Street COA-2024-03-0530
Petitioner: Elizabeth DeMarco for 475 Church St LLC
Request: Modify rear roofing material
Information: 171A1, K012, Cobbham, RM-1
Ms. Eskew presented the staff report with a recommendation to approve with conditions.

In Favor: None
Opposed: None
Motion: Ms. Walker moved to approve the application. Ms. Epting seconded
the motion passed unanimously 4-0 with the following conditions: option
to choose appropriate metal roofing from the 4 options in the staff
report and discussion.
3. 219 W Cloverhurst Ave COA-2024-03-0531
Petitioner: Jeff Squier / JOMA Construction as agent for Lori Lucas
Request: Add cheek walls, replace garage doors
Information: 173A1, D001, Bloomfield, RS-8
Ms. Eskew presented the staff report with a recommendation to approve with conditions.

Opposed: None
Motion: Ms. Roper moved to approve the application. Ms. Beckman seconded
the motion passed unanimously 4-0 with the following conditions: cheek
walls to fall below decorative band and not exceed the lowest step.
CONCEPTUAL PRELIMINARY DESIGN REVIEW: None
OTHER BUSINESS:
1. Strategic Plan Update
Ms. Roper met with Historic Athens, she will be the liaison between them and the
HPC. Ms. Walker is finished up the final edicts for the reformat of the general
Design Guidelines.
2. Designation Committee Report
Did not meet this month
3. Education Committee Report
Met on Monday, April 15th with Ms. Beckman, Ms. Fletcher and Mr. VanLinden in
attendance. They discussed what the next committee project will be.
4. Miscellaneous Announcements:
Ms. Eskew noted there will be at least 2 COA items for the May meeting. Ms.
Walker went to the open house for The Bond House. Did some research and made
a notebook on the history of the house. She will share the findings with staff to
keep on file.
With no other business, the meeting adjourned at 6:10 p.m.

Next Public Meeting of the Historic Preservation Commission: The next regular monthly meeting
will be May 15th, 2024 at 5:30 PM in the Auditorium at 120 W. Dougherty Street, Athens, GA.
Please note the following regarding the return to an in-person hearing format:
• An agenda review will be held prior to the advertised hearing at 5:00 pm prior to the start of the advertised
hearing. This is open to the public but will not include any public comment opportunities and no decisions
about pending item or properties will be made at the agenda review.
• Comment on any item may be sent by email to planning@accgov.com prior to noon on April 16th.
• Comment up to 3 minutes in length may given at the appropriate time for any agenda item during the
hearing.
