ATHENS-CLARKE COUNTY HISTORIC PRESERVATION COMMISSION MEETING MINUTES October 16, 2024 The Athens-Clarke County Historic Preservation Commission met and considered the following items at a public meeting on Wednesday, October 16, 2024, at 5:30p.m. The meeting was held at 120 W. Dougherty Street, Athens, Georgia. MEMBERS PRESENT: Maelyn Ehrman, Ted Rossier, George Runkle, Ellen Walker, Worth VanLinden – Chair MEMBERS ABSENT: Bobbie Epting STAFF PRESENT: Amber Eskew, Molly Hackney-DePriest, Austin Jackson – ACC Attorney’s Office CALL TO ORDER: 1. Determination of Quorum: Quorum present 2. Introduction of staff reports and all other documents submitted to the Historic Preservation Commission at this meeting into the official record: Motion to receive all documents into the official record passed unanimously 4:0. Ms. Walker – motion; Mr. Runkle – 2nd 3. Adoption of the minutes from the October 2, 2024 agenda review: Motion to adopt minutes passed unanimously 4:0. Ms. Walker – Motion; Ms. Ehrman – 2nd 4. Adoption of the minutes from the October 2, 2024 Historic Preservation Commission meeting: there was a request to change the minutes to reflect those opposed the motion for the 124 Cherokee Ave property. Motion to adopt minutes passed unanimously 4:0. Ms. Walker – motion; Mr. Runkle – 2nd 5. Ex-Parte communication: None OLD BUSINESS: None NEW BUSINESS: 1. 166 W. Clayton St. COA-2024-09-1874 Petitioner Jason Dunn agent for Eric Brown Request Accessory Structure & Related Modifications Information 171A5 A009, W. Downtown, C-D Ms. Eskew presented the staff report with a recommendation to approve with conditions Agent / Owner Jason Dunn – Agent In Favor Hank Sewell Opposed Stephanie Raines, Lynn Green, Kimberly Davis Action Mr. Rossier moved to approve the application with the following conditions as per the staff recommendation: fencing not to exceed 6’ tall. No fencing between the plane with the gates and Washington Street. Work with staff for an appropriate design for the accessory structure. Submit to staff information on design and material for rear replacement doors; Ms. Ehrman – 2nd. The motion passed 4:0 2. 180 Milledge Circle COA-2024-09-1895 Petitioner Drew Dekle agent for Matt Crim Request Addition of Wrapped Porch Information 173A3 D010, Milledge Circle, RS-15 Ms. Eskew presented the staff report with a recommendation to approve as submitted Agent / Owner No one present In Favor None Opposed None Action Ms. Ehrman moved to approve the application with the condition that the porch brackets be retained if feasible; Mr. Runkle - 2nd. The motion passed 4:0. CONCEPTUAL PRELIMINARY DESIGN REVIEW: 1. 521 N. Hull St COA-2024-10-2033 Petitioner Charlie Armentrout / AMT agent for First AME Church Request Rear Addition of Accessible Connection Information 171A2 G002, Landmark, C-D Agent / Owner Charlie Armentrout Action Comments Only: requested comments on concept plans that would remove previous rear connector to add new addition to provide accessible connection to the sanctuary. Discussed tower of concept design to house elevator and need for simplification. Discussed submitting plan showing addition in relationship to the rest of the structure. OTHER BUSINESS: 1. Strategic Plan Update: Ms. Ehrman will take on communication between other HPC’s. Ellen requested interview answers from new members for annual report. 2. Designation Committee Did not meet 3. Education Committee Met on 10/8/24, assigned responsibilities for 2024 annual report. 4. Misc. Announcements No absences for the November hearing anticipated. Ms. Walker moved to adjourn; Mr. Rossier – 2nd. Passed 4:0 Meeting adjourned at 6:44
