McKenzie Bramblett (Callie Moore’s caregiver) Minutes • The meeting is called to order at 5:59 pm • Jayivey Brown moves to approve the minutes from the previous meeting. Ke’Marcis Howards seconds. The motion to approve the minutes from last month’s meeting passed. • Lisa Pappas, who works in the ACCGov Attorney’s Office, is introduced virtually to the group • Discussion begins about HRC members receiving their own ACCGov emails (Office 365). 1. HRC members are reminded to only use their ACCGov email addresses only for HRC-related purposes. • Selah Gardiner states that HRC members are an educational arm of the Unlawful Discrimination Ordinance (NDO). Complaints are filed with the Attorney’s Office. • Lisa Pappas states that all voting should be done in person, not via email. 1. The HRC is not an investigative body. Although the HRC can assist someone with filing complaints, the HRC is only an advisory board for human relations- related matters. • Ke’Marcis Howard asks where he and his fellow HRC members can find this information. 1. The NDO is also available on the website at: https://www.accgov.com/documentcenter/view/80359. • Cameron Harrelson states that for someone to put forth a discrimination complaint they would need to travel and/or need internet. • Alejandra Villegas Lopez requests for Lisa Pappas to give an example of someone dealing with discrimination and what policy to adapt for it. 1. Lisa Pappas states that although they don’t have the sole power to control ordinances, HRC can have a voice in amending an ordinance or creating a new ordinance. • Discussion begins on in-person meetings vs. virtual 1. All HRC meetings are subject to the Open Meetings Act, which means that the public must have open access to each meeting 2. Quorum – 8 members of 15 must be present at each meeting for formal votes to take place 3. Even if the HRC has a special called meetings or a retreat – nothing can be done in secret 4. Agendas have to be prepared before every meeting. Agendas can be amended. 5. Standing emergency order was lifted in July. • Sherrie Hines and Lisa Pappas (Attorney’s Office) recorded numerous videos for HRC. • Alejandra Villegas Lopez asked where these videos will be available. • They will be available online for BACS. • Work plan will be broken out into subcommittees • Selah Gardiner asks Lisa Pappas for clarity on the roles of Chair and Vice Chair 1. Per Robert’s Rules of Order, the Chair’s job is to call for votes and meetings • Questions for Lisa Pappas adjourned at 6:30 p.m. - She explained that training sessions will be coming soon and reminded the HRC members that official ACC Gov emails were sent out. • Selah Gardiner explains that Athens Justice and Memory Project is another advisory board with which the Inclusion Office is working. • Chair and Vice Chair nominations began at 6:31 pm 1. Julita Sanders was nominated by Danielle Gillmer and Megan Westbrook 2. Cameron Jay Harrelson was nominated by Tucker Duval for Chair. 3. Tameka Curry was nominated by Cameron Jay Harrelson for Vice Chair. 4. Alejandra Villegas Lopez self nominates for Vice Chair. 5. Myung Cogan asks how long the Chair and Vice-Chair are expected to serve. It is a one-year commitment. She also asks if the Vice Chair is expected to succed the Chair. 6.
