GOVERNMENT OPERATIONS COMMITTEE MEETING MINUTES Thursday, November 18, 2021 Committee Members Present: Committee Members Absent: Commissioner Mike Hamby, Committee Chair Commissioner Patrick Davenport Commissioner Tim Denson Commissioner Russell Edwards Commissioner Melissa Link Staff: Josh Edwards, Assistant Manager Andrew Saunders, Central Services Director Sherrie Hines, Chief Assistant Attorney Gavin Hassemer, Assistant Central Services Director Austin Jackson, Assistant Attorney Angel Helmly, Operations Analyst Tim Griffeth, Traffic Engineer Committee Chair Hamby called the meeting to order at 5:00 p.m. A. Approval of Minutes: Commissioner Denson made the motion to approve the Minutes of the October 21, 2021 meeting. Commissioner Edwards seconded the motion and it passed by unanimous vote. B. Commission Identified Items of Interest: Consideration of Extension of the Parklet Program (Mayor Girtz assigned to GOC on April 6, 2021) Andrew Saunders reviewed a document he provided to the Committee identifying the framework for the development of the parklet ordinance. Austin Jackson reviewed Georgia Department of Revenue law and local ordinances regarding the consumption of alcohol in public spaces that are not owned, or leased, and controlled by the establishment providing the alcohol. The Committee requested that Andrew include in the ordinance a suspension of the open container ordinance to allow patrons to purchase alcohol in the establishment and carry it to the establishment’s parklet. The Committee requested Andrew to change staff’s recommendation of $700 per quarter for the fees for parklets to $500 per quarter. At the next GOC meeting, staff will provide a draft ordinance and questions to be included in a survey for downtown businesses. The meeting adjourned at 5:49 p.m.
