GOVERNMENT OPERATIONS COMMITTEE MEETING MINUTES Monday, January 23, 2023 Committee Members Present: Committee Members Absent: Commissioner Patrick Davenport, Committee Chair Commissioner Dexter Fisher Commissioner Mike Hamby Commissioner Tiffany Taylor Staff: Josh Edwards, Assistant Manager Rani Katreeb, Assistant TP&W Director Judd Drake, Attorney Wayne Mead, Streets & Drainage Supt. Bruce Lonnee, Assistant Planning Director Cynthia Lambright, Recorder Stephen Bailey, Transportation & Public Works Director Committee Chair Davenport called the meeting to order at 2:00 p.m. A. Amendment of Agenda: Commissioner Davenport made a motion to amend the agenda to add introductions and discuss setting a meeting time. Commissioner Fisher seconded the motion and it passed by unanimous vote. B. Approval of Minutes: Commissioner Fisher made the motion to approve the Minutes of the November 21, 2022 meeting. Commissioner Taylor seconded the motion and it passed by unanimous vote. C. Introductions and Discussion of Meeting Schedule: Staff and Committee members introduced themselves and then a brief discussion was held regarding the meeting day and time for the Government Operations Committee. Commissioner Hamby made the motion to approve scheduling the Government Operations Committee meetings for the third Monday of each month at 1:00 p.m. Commissioner Taylor seconded the motion and it passed by unanimous vote. D. Commission Identified Items of Interest: Evaluate a process for assumption of maintenance for actively used bike or pedestrian easements on private property, or unopened rights-of-way (Mayor Girtz assigned to GOC on February 1, 2022) Stephen Bailey provided a memo to the Committee members regarding the definition of alleys and categories of easements/rights-of-way. Bruce Lonnee shared a map showing the locations of known alleys and explained the categories of the easements and rights-of-way. Discussion was held regarding a pedestrian walkway between Lumpkin Street and Milledge Terrace that runs between two businesses. Judd Drake said to clarify the ownership, we should request the adjacent property owners sign a quitclaim deed to us. Commissioner Hamby said we need a simple policy that if the surrounding property owners by a certain percentage want to say that they don’t own the property then we can take action on it. After a period of discussion, the Committee requested that staff focus on opened and improved rights-of-way and create a policy based on the following criteria: demand, potential to serve the public good, and clearly no instance of private ownership or the agreement of 100% of the adjacent property owners to quitclaim. The Committee will review the draft policy at the February GOC meeting. Commissioner Davenport said that the GOC will discuss the Public Safety Civilian Oversight Board’s recommendation at the February meeting. Commissioner Hamby made a motion to adjourn.
