GOVERNMENT OPERATIONS COMMITTEE MEETING MINUTES Monday, February 20, 2023 Committee Members Present: Committee Members Absent: Commissioner Patrick Davenport, Committee Chair Commissioner Tiffany Taylor Commissioner Dexter Fisher Commissioner Mike Hamby Staff: Josh Edwards, Assistant Manager Brad Griffin, Planning & Zoning Director Sherrie Hines, Chief Assistant Attorney Jerry Saulters, Police Chief Austin Jackson, Assistant Attorney Willie Brinkley, Deputy Chief Stephen Bailey, Transportation & Public Works Director Cynthia Lambright, Recorder Rani Katreeb, Assistant TP&W Director Committee Chair Davenport called the meeting to order at 1:10 p.m. A. Approval of Minutes: Commissioner Hamby made the motion to approve the Minutes of the January 23, 2023 meeting. Commissioner Fisher seconded the motion and it passed by unanimous vote. B. Commission Identified Items of Interest: Evaluate a process for assumption of maintenance for actively used bike or pedestrian easements on private property, or unopened rights-of-way (Mayor Girtz assigned to GOC on February 1, 2022) The Committee reviewed the proposed Public Pedestrian Connector Acquisition Policy. Commissioner Hamby made the motion to forward the policy to the Mayor and Commission for approval. Commissioner Fisher seconded the motion and it passed by unanimous vote. Creation of Public Safety Monitor function within the Office of Operational Analysis or other appropriate ACC units (Mayor Girtz assigned to GOC on February 7, 2023) Cassie Evans, Chair of the Public Safety Civilian Oversight Board, spoke about the job description for the Public Safety Monitor position. The Committee members discussed the workload for the monitor position, the location of the position and preferred qualifications. There was a consensus to add the duties to the Operational Analysis Office. Human Resources Department staff will attend the next Government Operations Committee meeting and will provide an organizational chart for Operational Analysis and information regarding the pay grade and actual duties. Police Department staff will attend and provide data regarding complaints received. Commissioner Hamby made a motion to adjourn.
