MEETING MINUTES
Monday, June 12, 2023

Committee Chair Davenport called the meeting to order at 1:00 p.m.
A. Approval of Minutes:
Commissioner Link made the motion to approve the Minutes of the May 15, 2023 meeting.
Commissioner Fisher seconded the motion and it passed by unanimous vote.
B. Commission Identified Items of Interest:
Creation of Public Safety Monitor function within the Office of Operational Analysis or
other appropriate ACC units (Mayor Girtz assigned to GOC on February 7, 2023)
Josh Edwards reviewed a brief presentation on the PSCOB Monitor Function. Commissioner
Davenport distributed a letter from Gavin Hassemer, Internal Auditor Appointee, regarding
Gavin’s recommendations for the Monitor position.
Commissioner Taylor made the motion to forward to the Mayor and Commission the
recommendation that the Internal Auditor’s office will be responsible for the Public Safety
Monitor function and as the Auditor determines staffing needs, he can make a recommendation
to the Mayor and Commission regarding these needs. Commissioner Link seconded the motion
and it passed by unanimous vote.
Review Parklet Program to make sure it aligns with our Special Events needs (Mayor
Girtz assigned to GOC on March 21, 2023)
Andrew Saunders gave an update on the Parklet Program and shared lessons learned
regarding decks and barriers. Andrew reviewed proposed revisions to the Parklet Program
Ordinance.
At the request of the GOC members, staff will provide the following information at the next GOC
meeting:
1. Density by block
2. Options on pricing
3. Availability based on outside dining and size
4. Whether or not to grandfather in current permit holders
5. Clarity on deck height
Update Community Benefits Agreement portion of Leasing Policy (Mayor Girtz assigned
to GOC on February 7, 2023)
Commissioner Hamby made the motion to hold this topic until later. Commissioner Link
seconded the motion and it passed by unanimous vote.
Commissioner Hamby made a motion to adjourn. Commissioner Taylor seconded the motion and it
passed by unanimous vote.
