Committee Chair Davenport called the meeting to order at 1:04 p.m.
A. Approval of Minutes:
Commissioner Link made the motion to approve the Minutes of the June 12, 2023 meeting.
Commissioner Fisher seconded the motion and it passed by unanimous vote.
B. Commission Identified Items of Interest:
Review Parklet Program to make sure it aligns with our Special Events needs (Mayor
Girtz assigned to GOC on March 21, 2023)
Andrew Saunders reviewed parklet density maps, a parklet pricing overview, and proposed
edits to the Parklet Ordinance. The Committee asked Andrew to make the following changes to
the proposed edits and the proposed fee:
Jersey barriers will be designed to incorporate facades or other design features.
Parklets may use an elevated platform or deck so long as its highest point does not
exceed the elevation of the highest adjacent curb. From this point, the parklet’s surface
can be level to a maximum floor height of 16 inches above ground level. If as a result of
elevation changes, the height of the parklet exceeds 6” above ground level, the
perimeter of the parklet shall utilize a 36” tall railing adjacent to areas where vehicles are
present.
The fee for parklets will be $750 per space per quarter.
Commissioner Hamby made the motion to move the Parklet Program Ordinance forward with
the requested revisions to the full Mayor and Commission. Commissioner Link seconded the
motion and it passed by unanimous vote.
Update Community Benefits Agreement portion of Leasing Policy (Mayor Girtz assigned
to GOC on February 7, 2023)
Andrew Saunders reviewed two options for rates for Leases. The Committee requested that
Andrew provide more tiering structures for the proposed flat rate option at the next GOC
meeting.
C. Agenda for September 18, 2023 Government Operations Committee Meeting
The Committee members requested that the topic “Recommend updates to BAC procedures as
recommended by Manager’s Office, Public Information Office and the Clerk of Commission” be
added to the September 18 agenda for discussion.
Commissioner Fisher made a motion to adjourn. Commissioner Hamby seconded the motion and it
passed by unanimous vote.
