In attendance: Mike Mathews, Jeff Benjamin, Grant Tribble, David Asman, Keith Sanders, Craig Westwood, Davin Welter,
Andrew Bolin (RS&H), Spencer Frye (Habitat for Humanity), Charles Smith (Habitat for Humanity), T.J. Yerby (Habitat for
Humanity), Buck Bacon (W&A Engineering), Justin Crighton (W&A Engineering)

1) Chair Update and announcements: Mr. Tribble welcomed the participants.
2) July Meeting Minutes: Mr. Tribble called for a vote on the July minutes. The July minutes were
approved as submitted, per unanimous vote. Mr. Westwood moved and Mr. Sanders seconded to
approve the minutes.
3) Airport Manager Reports
a) Financial & Operations Report: Mr. Mathews reported that our financials did not meet out monthly
projections but that is to be expected because the summer months are slower than the rest of the
year. While our revenues were down, so were our expenses. AHN lost our Maintenance Tech, Justin
Roberts, who went back to Public Utilities and we are looking for a new person.
b) Capital Improvement Project Updates: Mr. Mathews said the redesigning and rebidding the
Taxiway Alpha project is moving forward but it is behind about two weeks. Mr. Bolin reported
that RS&H is working on the cost estimates and are working hard to find savings for the project
and bring it into budget. The 2-20 Runway project looks good and the initial walk through was
completed. The intent is to have the project finished by tomorrow and do the final walk through on
Thursday, August 24. David Asman will be the first pilot to take off from the new 2-20 runway.
The contractor for phase one of the fencing project will be Structural Resources who also handled
the ROFA project. We are waiting on a Purchase Order for them to start. The Self-Serve Avgas
Unit has been difficult. We are now having to do a sealed bid for the project.
c) Marketing & Outreach: Mr. Mathews reported that he is serving on a GDOT Air Mobility task
force that is creating standards for the new technology. He reminded the Authority that we will
have a market study report on Air Services Development presented by Doug Blisset with Mead
and Hunt.
4) Old Business
Lexington Highway Corridor Improvements updates – Dr. Napier and Mr. Mathews serve on the
committee. Mr. Mathews said that there were no developments involving the airport at the latest
meeting.
5) New Business
Planning Department Zoning Presentation for 437 Little Oak St. – A brief overview of Micha
Creek, which is a Habitat for Humanity project, was given by the Executive Director, Spencer
Frye. The project will help address the affordable housing issue in Athens. The issue will go
before the subcommittee who will provide a recommendation to the Planning Department. The
Operations Subcommittee will meet and review and make a recommendation to the full
Authority at the September meeting.
6) Standing Committees: Issues & Updates
a) Business/Finance: Mr. Sanders had no report.
b) Operating: Mr. Asman had no report.
c) Air Service Development/Marketing: No report at this time.
7) Other Business:
a) The next meeting will be held on September 26, 2023, 3-5 p.m., in the conference room in the
Flight Center Building.
8) Adjourn: 4:00 PM Mr. Asman moved and Mr. Sanders seconded to adjourn the meeting.
