TENTATIVE AGENDA UNIFIED GOVERNMENT OF ATHENS-CLARKE COUNTY, GEORGIA AGENDA SETTING SESSION TUESDAY, DECEMBER 17, 2024 6:00 P.M. CITY HALL If business has not concluded by 8:15 p.m., there will be a 15-minute break. A. Public input. RULES OF THE COMMISSION STATE THAT MEMBERS OF THE PUBLIC MAY SPEAK ONCE DURING THE FOLLOWING PORTION OF THE AGENDA FOR UP TO THREE MINUTES WITH A 30 SECOND REMINDER AT TWO AND A HALF MINUTES. B. Consent agenda. Recommended by Mayor, Mayor Pro tem, Manager, Attorney, and Clerk for placement on the consent agenda for Tuesday, January 7, 2025. 1. Approve: Boulevard and Nacoochee Avenue – Proposed All-Way Yield Athens-Clarke County Traffic Engineering recommends the intersection of Boulevard and Nacoochee Avenue be converted to an all-way yield, in accordance with the Manual on Uniform Traffic Control Devices (MUTCD). 2. Approve: 2025 Georgia Department of Transportation (GDOT) Local Maintenance Improvement Grant (LMIG) Application Submittal The proposed action will authorize the Transportation and Public Works Department staff to submit an application to the 2025 Georgia Department of Transportation Local Maintenance Improvement Grant to support the upcoming 2025 Calendar Year Pavement Maintenance Program Project. 3. Approve: 2025 GDOT Transit Trust Fund Program – Approval of Award Georgia State Transit Trust Fund Program (TTFP) is administered by Georgia Department of Transportation (GDOT) and uses a population-based formula, based on 2020 Census data, to distribute state funding to Georgia’s counties with existing transit service to further support public transportation across the state. TTFP funds must be additive, and fund new initiatives not currently funded under other Federal or State grant programs. For FY 2025 GDOT has allocated 195,525 to Athens-Clarke County Urbanized Area for the purpose of funding new initiatives which are not currently funded under existing grant programs such as the FTA 5307 Operating and Capital Assistance grant. Newton Bridge Road TAD Advisory Committee Community-Identified Priority List The Newton Bridge Road TAD Advisory Committee has received input from three community input meetings and an online public survey in order to develop an informed priority list of public TAD projects for that specific TAD. This list is to be accepted, denied, or modified by the Mayor & Commission. 5. SPLOST 2020 Project 01, Facilities Space Modernization, SP#2 – Proposed Project Concept Renovation of Existing Courthouse Proposed Project Concept includes the modernizing of the existing elevators, HVAC replacements and upgrades, security enhancements, and general renovations. The request is to proceed with these upgrades and repairs to the Courthouse, now, instead of waiting until after the new Judicial Center has been constructed 6. SPLOST 2020 Project 26, Recovered Material Processing & Reuse Facility Project, Proposed Schematic Design The proposed action is requesting the approval of the Proposed Schematic Design and authorization for staff to begin the development of the construction documents, and proceed authorize staff to advance to the construction bid & award phase 7, TSPLOST 2023 Project 15, Sycamore Drive Pedestrian Improvements Project - Proposed Project Concept This agenda item requests Mayor and Commission (M&C): 1) approve of the Proposed Project Concept; 2) authorize staff to advance the project into Preliminary Design Phase; and 3) designate the project as appropriate for public art. 8. TSPLOST 2023 Project 02, Lexington Road Corridor Improvements Project- Design Service Contract Award The proposed action is to approve a Design Services Contract to ACCGov’s On- call engineering firm Pond & Company for the TSPLOST 2023 Project 03 Lexington Corridor Improvements Project. 9. East Washington Street Park Construction & Environmental Mitigation The proposed action is requesting the approval of a change order to the construction contract with Pencor Construction for the additional scope of work to construct for the East Washington Street Park and the environmental mitigation of any area within the park’s footprint. (Pencor Construction is the current contractor that is renovating the Costa Building.) 10. FY25 Housing Counseling Funding Recommendations HCD is presenting funding recommendations for the FY25 Housing Counseling Program, per Commission Defined Option from the FY25 ACCGov budget. Applicants are recommended for funding to support housing counseling activities with general funds totaling $100,000. 11. 2025 Georgia Transportation Infrastructure Bank Grant Application to support the Hawthorne Avenue and Oglethorpe Avenue Intersection Improvement Project The proposed action is to authorize the Transportation and Public Works Department staff amount of $1,700,000, to support the construction phase of the operational improvements proposed in the Hawthorne Avenue and Oglethorpe Avenue Intersection Improvement Project. A qualified interpreter for the hearing impaired is available upon request at least 10 days in advance of this meeting.
