Items Discussed:
1. Chair Evans opened the meeting
2. Minutes:
a. Edwards-be sure to add suggestions in 02.22.23 minutes regarding adding new
documents to Board meetings without adding it to the agenda first. Also suggested
that all documents are sent to all Board members, regardless of voting ability
3. Announcements and Updates
a. Chair wants to schedule a meeting with Mayor to review ACRB presentation and
concerns
b. Communication with various law enforcement agency about complaint process and
data surrounding complaints
4. Review/Finalize Resolution of PSCOB (“The Resolution”)
a. Hines: codes sent were given before she was able to fully read the document. The
codes she sent are not applicable at this time for The Resolution
i. Hines: Gave clarity to conflict of interest code and how it’s not applicable to
this situation
1. Probation is not under City Manager’s office, therefore not conflict of
interest
2. Task Force had someone who was currently on family violence
charges and task force felt like it was important to have that
perspective
b. Edwards: If the board votes on The Resolution, doesn’t mean it’ll get on the Mayor’s
agenda
i. Concerns about PSCOB’s comments on the make up of GOC. Not in the
ordinance.
c. Board discusses logistics of The Resolution narrative
i. Pierce-Tomlin: make it a call to change instead of a request. Make it more of
an emotional plea than a logical one
1. Resolutions need to be pointed and short. Dissenting opinion can be
the emotional plea
ii. Timeline of distribution of The Resolution: Boards normally don’t submit
resolutions. Typically comes from the Commission. Can be sent to the
Mayor, but more of a letter, than a resolution.
iii. Commission Defined Option (CDO)– Commissioner can petition a different
opinion for what GOC decides
5. Review/Finalize Dissenting Opinion
a. Discussion
i. Harrison: Clarification→ GBI investigated the fatalities and submitted them
to the DA's office. Then the DA's office reviewed information given to them.
All interactions involved a deadly weapon. All officers were cleared of
wrongdoing.
6. Debrief

● Felix Bell motioned to amend 02.22.2023 minutes to include Edward’s suggestions. Lane
Pratt seconded. Motion approved unanimously.
● Felix Bell motioned to approve 02.22.2023 minutes. Kiana Sims seconded. Motion approved
unanimously.
● Felix Bell motion to approve Resolution. Timothy Pierce-Tomlin seconded. Motion passed
with seven votes in favor and one abstained.
● Kiana Sims motioned to approve dissenting opinion with addition of contact info for District
2 Commission. Lane Pratt seconded. Motion approved unanimously.
