MINUTES LEXINGTON TAX ALLOCATION DISTRICT (TAD) ADVISORY COMMITTEE REGULAR MEETING Thursday, June 17, 2021 – 5:30 pm Location: Athens Ben Epps Airport, Terminal Building Meeting Room Members Present: Cshanyse Allen, Rhett Butler, Brantley Colbert, Mack Duncan, Mae Walter Members Absent: Shane Dekle Staff Present: Ilka McConnell, Economic Development Director Guests Present: Brad Griffin, ACC Planning Director A. Call to Order as a Regular Meeting: Mack Duncan, Chair @ 5:40 pm B. Approval of Agenda Ilka McConnell requested information regarding the TSPLOST 2023 be added to the agenda. Approval of Minutes Motion: Rhett Butler Second: Cshanyse Allen Unanimous Approval of minutes Chair Mack Duncan requested guests making presentations to the committee always be placed first on the agenda. By consent the presentation from ACC Planning was moved up on the meeting agenda. D. New Business: Presentation of Current and Future Land Use for the Lexington Road TAD District, including Q & A With Committee: Brad Griffin, ACCGov Planning Dept. a. Brad Griffin, ACC Planning Director provided maps of the Lexington Road TAD District and explained the current and Future Land Use as well as the current zoning for the area. b. Griffin discussed the purpose and the state requirements for the Land Use Map and that it entailed more than just the land but Public Utilities, Water & Sewer,  Economic Development, Leisure Services, and other aspects for current and future use. It is a 20-year projection. c. Griffin responded to various questions from the committee regarding zoning restrictions and the re-zoning process. d. Cshanyse Allen asked where the opportunity zones were for this area. Brad Griffin will provide an over-lay map indicating these zones and Water & Sewer lines. E. Old Business: Mayor & Commission’s June 15 Decision Regarding Community Benefits Agreement for Proposed Project at 2400 Lexington Road Committee discussed the vote by M&C to deny the Community Benefits Agreement for the 2400 Lexington Road project. F. TSPLOST 2023 - Ilka McConnell presented the Program Goals and Project Selection Criteria and the Proposed Implementation Schedule a. TSPLOST referendum will be held on May 24, 2022, to avoid a gap in collections for SPLOST 2018 program. b. Submissions will be accepted this summer for the referendum. c. Invite Derek Doster, ACCGov SPLOST Dept. to attend next meeting G. Date for Next Regular Meeting: Thurs, July 1 at 5:30 pm Location: ACC Police Department, 3035 Lexington Road H.
