MINUTES MALL AREA REDEVELOPMENT COMMITTEE KICKOFF MEETING Thursday, July 21, 2022 – 3:00-4:30 PM Due to the COVID-19 pandemic, the July 21st meeting was held via Webex. The meetings for the Mall Area Redevelopment Committee will be available to watch live on YouTube at the link available on the calendar entry on the ACCGov homepage or at the link provided here: https://youtu.be/-qCb_RRkIMc Members Present: Mayor Kelly Girtz, Commissioner Jesse Houle, Commissioner Mike Hamby, BOE Member Dr. Mumbi Anderson, BOE Member Linda Davis Members Absent: None ACCGov Staff Present: Ilka McConnell, Caitlin Dye A. Call to Order as a Kickoff/ Special Called Meeting: Caitlin Dye 1. Meeting began at 3:13PM B. Approval of Agenda 1. Motion to approve: Commissioner Houle Second: Mayor Girtz Unanimous vote to approve agenda C. New Business: 1. Introduction of Committee Members and ACCGov Staff 2. Overview of TADs, History of ACCGov’s TADs, Role and Responsibilities of Redevelopment Committee Dan McRae, Attorney and Partner, Seyfarth Shaw  The Mall Area Redevelopment Committee is established by an Intergovernmental Agreement (IGA) between the Clarke County BOE and ACCGov. This committee consists of the Mayor, two Commissioners, and two BOE Members.  Any request for TAD financing must go thru the Mall Area TAD Advisory Committee, this committee (Mall Area Redevelopment Committee), then to the Mayor and Commission. Only the Mayor and Commission, however, can suggest modifications to the application.  Per IGA, the Mall Area TAD needs to have $1 million dollars invested into the district within 5 years or it is dissolved.  New Georgia law terms TADs as having “pockets of blight” rather than the entire district being labeled as “blighted”.  Dr. Mumbi Anderson suggested that the Committee be mindful about what the implications of approving an application with a plan for housing increase would be on those additional school children that wouldn’t be supported by the increase in property tax revenue. D. Determine Date for Next Meeting: August 12th from 9:00 AM-10:30 AM via Webex. E. Adjourn 1. Motion: BOE Member Dr. Anderson Second: Commissioner Houle Unanimous vote to adjourn 2. Meeting was adjourned at 4:29 PM
