ATHENS TOWN COUNCIL
Regular Session – February 17, 2015
Athens Town Hall
The Athens Town Council met in regular session at 7:02 p.m. on Tuesday, February 3, 2015 in the Athens
Town Hall.
Members present were Carol Bard, Roger Lokay, Timothy Pike, Joseph Manzo, John David Smith, and
Lynne White.
APPROVAL OF MINUTES
The Council approved the January 3, 2015 minutes without objection.
CITIZENS INPUT
Whitten Construction visited Council and discussed their business and some options/opportunities they
felt they could offer the Town of Athens.
EMPLOYEE REPORTS QUARTERLY DEPARTMENTAL REPORTS
No employee reports.
OLD BUSINESS
Economic Development – Manzo his committee continue to look for opportunities for the Town.
Report of Website Committee – Committee learning Drupal and continuing to gather information
regarding sites and providers.
Structural Engineer’s Report – Bard discussed Thrasher’s report and discussions as to what remediation
and upgrades are available for approximately $100,000.
Town Hall requirements –
The Town Hall Adhoc Committee met at 6:00 p.m., and discussed possible floor plan options for a 45-
foot by 45-foot structure, which could fit, on the town-owned property adjacent to the Post Office. The
Committee, continues to meet and will report their findings and options to Council.
NEW BUSINESS
Region I Priority List – Council discussed the Region I priority list and on a motion by Inghram second by
Manzo the list presented by Bard was approved.
Repeal of Article 107.02 – On first reading and on a motion by Bard, second by Inghram, Council
approved the repeal of Article 107.02, which states, “To be an eligible candidate, the person must have
been assessed with paid taxes upon at least $100 worth of real and/or personal property therein.”

OTHER BUSINESS, MAYORAL REPORTS, COUNCIL MEMBER INPUT
No other business was brought before Council.
APPROVAL OF CURRENT BILLS (Action on Accounts)
On a motion by Pike, seconded by Lokay, Council approved the current bills, which are available for
review in the Town Hall.
REMINDER
Election/Poll Workers – The deadline for filing as a candidate for election is the first Tuesday in April
(April 7, 2015). The Town election will be held the second Tuesday in June (June 9, 2015).
ADJOURNMENT
Nothing further appearing, Pike made a motion to adjourn, Lokay seconded, and the meeting adjourned
at 8:30 p.m.
