ATHENS TOWN COUNCIL
Regular Session – March 3, 2015
Athens Town Hall
The Athens Town Council met in regular session at 7:02 p.m. on Tuesday, March 3, 2015 in the Athens
Town Hall.
Members present were Carol Bard, Scott Inghram, Timothy Pike, Joseph Manzo, John David Smith, and
Lynne White.
APPROVAL OF MINUTES
The Council approved the February 17, 2015 minutes without objection.
CITIZENS INPUT
Jason Blankenship appeared before Council to discuss sidewalk issues. Bill Skeat appeared before
Council to discuss the Town’s non-discrimination ordinance.
EMPLOYEE REPORTS QUARTERLY DEPARTMENTAL REPORTS
Joshua Oliver presented the Wastewater Treatment Plant report that is attached. C.T. Lowe presented
the Public Safety report that is attached.
OLD BUSINESS
Economic Development – No report at this time.
Report of Website Committee – Committee continues to gather information regarding sites and
providers.
Structural Engineer’s Report – No new report.
Town Hall requirements –
The Town Hall ad hoc Committee met at 6:00 p.m. on this date. The latest iteration of the Committee’s
progress is attached.
Budget – Council discussed the budget and budget process. Discussion centered on the differences
between the three documents used for budget analysis. Mayor Bard will meet with Elizabeth Owen to
discuss the process used for budget entries and budget reporting. Council members will send questions
we have regarding the budget to Mayor Bard who will then follow-up with the Jeff Feamster, accountant
consultant contractually hired by the Town.
Repeal of Article 107.02 – On second reading and on a motion by Manzo, second by White, Council
approved the repeal of Article 107.02, which states, “To be an eligible candidate, the person must have
been assessed with paid taxes upon at least $100 worth of real and/or personal property therein.”

NEW BUSINESS
No new business presented at Council meeting.
OTHER BUSINESS, MAYORAL REPORTS, COUNCIL MEMBER INPUT
Mayor Bard disseminated The West Virginia State Auditor’s Office, Chief Inspector Division’s Audit
Report of the Municipality of Athens, West Virginia for the fiscal year ended June 30, 2013.
APPROVAL OF CURRENT BILLS (Action on Accounts)
On a motion by Pike, seconded by Manzo, Council approved the current bills, which are available for
review in the Town Hall.
REMINDER
Election/Poll Workers – The deadline for filing as a candidate for election is the first Tuesday in April
(April 7, 2015). The Town election will be held the second Tuesday in June (June 9, 2015).
ADJOURNMENT
Nothing further appearing, Pike made a motion to adjourn, Manzo seconded, and the meeting
adjourned at 8:55 p.m.
