ATHENS TOWN COUNCIL Regular Session – March 17, 2015 Athens Town Hall The Athens Town Council met in regular session at 7:02 p.m. on Tuesday, March 17, 2015 in the Athens Town Hall. Members present were Carol Bard, Scott Inghram, Roger Lokay, Timothy Pike, Joseph Manzo, John David Smith, and Lynne White. APPROVAL OF MINUTES The Council approved the March 3, 2015 minutes without objection. CITIZENS INPUT Jason Roberts appeared before Council to introduce himself and to discuss his new role as the Executive Director of Region I Planning and Development Council. EMPLOYEE REPORTS QUARTERLY DEPARTMENTAL REPORTS None presented to Council. OLD BUSINESS Economic Development – No report at this time. Town/Gown Meeting – Tentatively scheduled for April 24 [April 21] at University Point, Concord University. Town Hall requirements – The Town Hall ad hoc Committee met and discussed possible financing options. Budget Discussion and Approval – Council discussed the budget and budget process. White motioned and Manzo seconded to change line item from IRP revenue 10-1 and decrease capital $12,870 to $3,870. Council approved the budget on a motion by Lokay second by Pike. NEW BUSINESS PVHS JROTC – JROTC Officers from PikeView High School appeared before Council to request approval to be a part of the Town’s recycling program. PVHS JROTC will collect PVHS recyclables and bring them to Town Hall on recycling days. Approval was given on a motion by Inghram, second by Smith. Town Hall Financing – As stated above, the Town Hall ad hoc Committee met and discussed possible financing options. Athens Town Council Minutes 03-17-2015 OTHER BUSINESS, MAYORAL REPORTS, COUNCIL MEMBER INPUT Council discussed financial reporting and Acufund. APPROVAL OF CURRENT BILLS (Action on Accounts) On a motion by Pike, seconded by Lokay, Council approved the current bills, which are available for review in the Town Hall. REMINDER Election/Poll Workers – The deadline for filing as a candidate for election is the first Tuesday in April (April 7, 2015). The Town election will be held the second Tuesday in June (June 9, 2015).
