ATHENS TOWN COUNCIL Regular Session – April 21, 2015 Athens Town Hall The Athens Town Council met in regular session at 7:00 p.m. on Tuesday, April 21, 2015 in the Athens Town Hall. Members present were Carol Bard, Scott Inghram, Roger Lokay, Timothy Pike, Joseph Manzo, John David Smith, and Lynne White. APPROVAL OF MINUTES The Council approved the corrected April 7, 2015 minutes without objection. CITIZENS INPUT No citizens appeared before Council. EMPLOYEE REPORTS QUARTERLY DEPARTMENTAL REPORTS Mark Parsell, Maintenance Department, presented to Council the Maintenance Department report (attached). OLD BUSINESS Budget and Finances – As agreed at the 4-7-2015 Council Meeting, the primary focus of the 4-21-2015 Council Meeting will be on budget and finances – Council discussed the Town budget and the Request for Revision to Approved Budget as reported to the West Virginia State Auditor’s Office. Regarding questions posed by Council, Elizabeth Owen will investigate the questions and report to Council. Zoning – Manzo led a discussion regarding possible annexation. NEW BUSINESS Town Positions – On a motion by Manzo, second by Pike, Council agreed to approve a second position for the Water Plant with Mayor Bard acting on the person recommended for the position. Water Plant Needs – See above, Town Positions. Resolution – On a motion by Lokay, second by Pike, Council approved the resolution to accept the conveyance of land from Paul Hodges to the Town of Athens. Laying of the Levy – On a motion by Bard, second by Pike, Council agreed to the laying of the levy. OTHER BUSINESS, MAYORAL REPORTS, COUNCIL MEMBER INPUT Council discussed an additional Town-wide yard sale as well as having a meet the candidates, Saturday June 6, 2015. APPROVAL OF CURRENT BILLS (Action on Accounts) On a motion by Lokay, second by Pike, Council approved the current bills, which are available for review in the Town Hall. REMINDER Election – The Town election will be held the second Tuesday in June (June 9, 2015).
