ATHENS TOWN COUNCIL Regular Session – May 5, 2015 Athens Town Hall The Athens Town Council met in regular session at 7:00 p.m. on Tuesday, May 5, 2015 in the Athens Town Hall. Members present were Carol Bard, Roger Lokay, Timothy Pike, Joseph Manzo, John David Smith, and Lynne White. APPROVAL OF MINUTES The Council approved the April 21, 2015 minutes without objection. CITIZENS INPUT Rex Burgess appeared before Council to discuss a water bill issue. EMPLOYEE REPORTS QUARTERLY DEPARTMENTAL REPORTS Officer CT Lowe, presented to Council the Public Safety report (attached). Josh Oliver and Mike Sizemore presented to Council a report on the Treatment Plant. OLD BUSINESS Budget and Finances; Budget Revision 2014-2015 – White discussed budget issues with the accountant for the Town. Bobcat or Similar Machine for Water Plant – One a motion by Pike, second by Lokay, Council approved the purchase of a Bobcat or Caterpillar or similar machine for the water plant, with the cost not to exceed $43,000. NEW BUSINESS Maintenance Crew More Permanent Position – Bard will supply Council with more information regarding the position. Resolution for Purchase of Hodges Property to Enlarge Violet's Way – Appended to previous action the Council reviewed the quote for asphalt and the Town will get an updated quote. Changes to the following: Ordinances: 405.08 Special fees Ordinance: 405.03 Out of Town Garbage Ordinance 405.04 Special Garbage Pick-up Ordinance 405.05(B) Building Replacement fee Council discussed the Ordinances which will have first reading at the next meeting. OTHER BUSINESS, MAYORAL REPORTS, COUNCIL MEMBER INPUT Council requested that the Ultrasonic Algae Control System be added to the next Council agenda. APPROVAL OF CURRENT BILLS (Action on Accounts) On a motion by Lokay, second by Pike, Council approved the current bills, excluding one bill regarding the accounting system. REMINDER Election – The Town election will be held the second Tuesday in June (June 9, 2015).
